Responsibilities include leading end-to-end sourcing, contract management, and onboarding of resources, while driving continuous improvement and stakeholder collaboration across business units.

Qualifications

  • 8–10 years of procurement experience, including outsourced manpower or contingent workforce management.
  • Healthcare or highly regulated industry experience preferred.
  • Bachelor’s degree in Supply Chain, Business Administration, HR, or related field.
  • Professional Procurement or HR certification preferred; MBA or Lean Six Sigma is an advantage.

Responsibilities

  • Develop and manage outsourced manpower strategy across business units.
  • Lead end-to-end sourcing from requisition to deployment.
  • Negotiate commercial terms and ensure compliance with procurement policies.
  • Manage manpower contracts, SLAs, and supplier performance.
  • Onboard resources and verify regulatory compliance.
  • Lead the outsource procurement team and drive supplier improvement.
  • Coordinate procurement activities with HR, Finance, and Compliance to reduce cycle time.

” The Job Description”

  1. Category Strategy & Workforce Planning : Develop and manage the outsourced manpower category strategy across all business units.
  2. Conduct demand planning, market analysis, supplier benchmarking, and cost optimization.
  3. Maintain manpower rate cards and validate business requirements before sourcing.
  4. Sourcing & Commercial Management: Lead the end-to-end sourcing process from requisition to award and deployment.
  5. Ensure competitive bidding, supplier evaluation, commercial negotiations, and compliance with procurement policies and approval authorities.
  6. Act as the sole commercial interface between suppliers and internal stakeholders.
  7. Contract & Supplier Management: Manage manpower contracts, framework agreements, SLAs, and supplier performance.
  8. Negotiate commercial terms, monitor contract compliance, and mitigate supplier and operational risks.
  9. Maintain contract records, renewals, and supplier governance.
  10. Regulatory Compliance & Onboarding : Ensure all outsourced resources meet regulatory, licensing, and onboarding requirements before deployment.
  11. Verify documentation, professional credentials, and compliance with Saudi labor regulations.
  12. Maintain audit-ready records and support internal and external audits.
  13. Stakeholder & Supplier Performance Management: Partner with business leaders to support workforce planning and sourcing needs.
  14. Monitor supplier KPIs, conduct performance reviews, and implement corrective actions.
  15. Lead and develop the outsource procurement team while driving continuous supplier improvement.
  16. Governance & Continuous Improvement: Develop and maintain procurement policies, SOPs, and governance frameworks for outsourced manpower.
  17. Drive process automation, reporting, and procurement efficiency initiatives.
  18. Ensure alignment between Procurement, HR, Finance, and Compliance while reducing sourcing cycle time.
Experience & Qualifications:
  1. 8–10 years of procurement experience, including outsourced manpower or contingent workforce management.
