Bechtel is seeking an ORAT Coordinator in Riyadh to provide management oversight for Operational Readiness and Airport Transfer from concept through handover on the King Salman International Airport program. Qualifications

Responsibilities

  • Support ORAT strategies and plans development.

Project Overview:

Bechtel has been involved over the last 80 years in some of the world’s busiest and most complex airport projects, including Greenfield and Brownfield developments. In the GCC, we have held significant roles on King Khalid, King Fahad, Dubai, Hamad, and Muscat international airports.
Saudi Arabian Bechtel Company has been appointed to provide project management consultancy services (including technical, commercial, and construction management) for the development of a state of the art international airport in the city of Riyadh, Kingdom of Saudi Arabia.
King Salman International Airport will have a capacity of up to 120 million travellers by 2030 and 185 million travellers by 2050, and the capacity to process up to 3.5 million tons of cargo by 2050. Bechtel will provide PMC services for three new terminals; Terminal 6 is a new build ‘low cost carrier’ – hyper efficient terminal with gross floor area of ≈450,000m2, capacity of 20mppa; Iconic Terminal is a new build ‘new concept’ terminal with gross floor area of ≈ 1M m2, capacity of 40 to 45 mppa, and Private Aviation Terminal and hangars for VIPs and business jet passengers.

Job Summary:

This role provides the management and oversight and support for Operational Readiness and Airport Transfer (ORAT) from concept to completion and handover. The ORAT coordinator provides technical and management oversight of activities relating to the planning, development and delivery of the ORAT deliverables. The work will require coordination with the other projects, sectors, and the subsequent design and delivery contractors for ORAT plans, technical documentation and delivery of scope in the field.
During the early project phases, the ORAT coordinator will work collaboratively with the client, and design/delivery contractors, regulating agencies, third parties and other stakeholders to develop the processes and procedures to govern related functions. Outputs of this work will also inform contract terms and conditions for the design/delivery agreements.
The ORAT Coordinator is responsible for developing and executing the program. This includes the interface and support of the ORAT requirements. The ORAT Coordinator is responsible for providing ORAT readiness oversight to the various project teams to ensure that all the required activities and deliverables are complete, documentation compiled and turned over as well as providing coordination with the Engineering and Commissioning teams and other stakeholders.
The individual must be able to perform duties under minimal direction by management and ensure that the ORAT plans and procedures developed are being implemented.

Major Responsibilities:
  • Support the establishment and management of the ORAT Strategies and Plans.
  • Sequence the ORAT phase of the project and support the planning effort of the backwards pass schedule.
  • Lead the development and implementation of an integrated schedule for the project which incorporates the necessary requirements, logic, and time frames needed for training to support transfer of the airport.
  • Organize and lead a team to implement the programs and processes developed and oversee the contractors’ performance.
  • Engage with the regulatory approval process to understand expectations and planned involvement of authorities so that appropriate measures are defined in governing programs and procedures.
  • Develop a system for measuring and reporting overall ORAT scope status.
  • Develop effective relationships with each contractor’s managers to establish a collaborative and supportive environment for knowledge and best practice sharing.
  • Direct interface with client ORAT team to plan the project delivery to dovetail with the Operational Trials. Candidate should have experience in Airport Operational Trials, and the planning to support them.
  • Direct and conduct reviews to assure readiness to safely execute major events and milestones.
  • Participate in project planning sessions to provide technical guidance information.
  • Participate, as required, in engineering and construction reviews, management reviews and client negotiations, providing counsel and information about the projects’ ORAT scope.
Education and Experience Requirements:
  • Required: Bachelor’s degree in engineering, construction management or related field with minimum 20 years of relevant experience. In lieu of a degree, minimum of 25 years progressive experience relevant to the job duties.
  • Good collaboration and interpersonal skills.
  • Experience of ORAT requirements and have led the ORAT operations.
  • Experience of managing the ORAT scope for one or more very large or complex aviation projects, or a major project on which there are unique problems in the schedule, finance, construction or design.
  • Experience in managing ORAT activities.
  • Knowledge of industry and regulatory standards and design criteria in all the areas of Airport Operations.
  • Skill in negotiation for dealing with clients.
Required Knowledge and Skills:
  • Experience in leading teams.
  • Experience/understanding of construction processes and concepts supervision and the handover of projects.
  • Experience of the general tools/deliverables associated with successful project ORAT activities.
  • Knowledge of the typical industry contractor/subcontractor’s ORAT responsibilities contained in contractor’s documents.
  • Ability to work on multiple project activities simultaneously.
  • Strong communication skills.
  • Computer literate in MS Office suite including word processing, spreadsheet and database applications.
  • Familiarity with using Electronic Document Management Systems and the various reporting tools.
