Job summary

Alawaly Real Estate in Jeddah seeks a senior Mechanical Design Review Engineer to ensure air conditioning, ventilation, water supply and drainage, fire protection, and specialized systems meet codes and performance targets throughout the project lifecycle.

You will independently review outputs from consultants and contractors, classify feedback, and prepare reasoned recommendations for the Technical Office Manager while driving value engineering and risk mitigation.

Qualifications

• Bachelor's degree in Mechanical Engineering; specialization in Mechanical Power Engineering accepted.
• At least 10 years of experience in building mechanical systems.
• At least 5 years in design review, technical office or design consultancy.
• Experience in at least two projects with a height of 20 floors or more (mixed-use or hotel towers).
• Experience in reviewing integrated design packages at all stages, and reviewing civil defense packages.
• Experience in HVAC systems, water supply and drainage, fire protection, hydraulic calculations and acceptance testing.
• Using Revit and Navisworks for the review.
• Proficiency in English (reading and writing).

Responsibilities

• Review the mechanical design packages at all stages against the design brief, company standards and operator requirements; classify feedback as critical, primary and secondary and follow up on closure.
• Independent sample verification of thermal load calculations, duct and pipe sizing, equipment selection and energy efficiency; review of pressure splitting strategy in towers.
• Verification of hydraulic calculations for fire systems, sprinklers, risers, pumps, smoke control systems and stairwell pressure systems.
• Review the IFC plans, execution plans and implemented business plans; verify completeness and consistency with the approved design before release.
• Engineering coordination between disciplines; conduct conflict detection sessions and unify observations with other engineers before issuing them.
• Review and recommend approvals of materials, equipment, and alternatives; witness factory tests of critical equipment.
• Review technical specifications and bills of quantities; verify quantities of high-value items by sample.
• Identify value engineering opportunities and prepare lifecycle cost analyses without compromising safety or operation.
• Prepare technical packages for tenders and evaluation criteria; evaluate bids and prepare clarifications.
• Review and respond to technical inquiries, RFIs, and change requests; perform technical and quantitative evaluation of changes.
• Verify compliance with Saudi Building Code and Civil Defense requirements; review licensing and close observations.
• Provide technical support for project and site management; conduct field visits to verify implementation at critical points.
• Review test and operation plans and budget reports; witness critical tests such as fire pumps and stair/pressure/smoke control testing.
• Follow up on delivery and technical closure, prepare maintenance manuals and training readiness reports; document lessons learned.
• Prepare periodic technical reports; manage technical risks and escalate appropriately; assess consultant outputs and make recommendations.

Ensuring that the mechanical systems air conditioning and ventilation water supply and drainage fire protection and special systems in every assigned project are correctly designed feasible compliant with codes cost-effective and operational and maintainable throughout the asset s lifecycle This is achieved through an independent and documented technical review of the outputs from consultants contractors and suppliers at each stage of the project lifecycle the submission of reasoned technical recommendations to the Technical Office Manager and the identification of errors and discrepancies at the planning stage not on-site

• Reviewing and responding to technical inquiries RFIs or recommending a response and the technical and quantitative evaluation of change requests and change orders
• Verifying compliance with the Saudi Building Code Civil Defense requirements and service providers reviewing licensing packages and following up on closing the observations of the authorities
• Providing technical support for project and site management and conducting field technical visits to verify compliance with implementation at critical points
• Reviewing test and operation plans and budget reports and witnessing critical tests fire pumps stair pressure smoke control integrated testing
• Follow-up on delivery and technical closure mechanical observation lists operation and maintenance manuals facility team training readiness report and documentation of lessons learned

Requirements and conditions
