Job summary

Qiddiya Investment Company seeks a Manager - CCU Crisis Readiness to ensure the City Command Unit is prepared to respond to large-scale crises, major incidents, and emergencies. The role focuses on planning, preparedness, and exercising to strengthen resilience across the city.

You will design and run crisis exercises, coordinate with government agencies, and drive continuous improvement of crisis management frameworks to enable rapid activation and effective communication during events.

Qualifications

• Bachelor's degree in Emergency Management, Risk Management, Business Administration, or related field.
• Minimum 5 years of experience in crisis management, emergency planning, or business continuity in large-scale venues or critical infrastructure.
• Proven track record of designing and executing crisis exercises and drills at organizational or multi-agency level.
• Deep understanding of crisis management frameworks (ISO 22301, ICS, NIMS) and regulatory requirements.
• Excellent stakeholder management and coordination skills with senior leadership and external agencies.
• Relevant certifications in crisis management, emergency planning, or business continuity preferred.

Responsibilities

• Develop, maintain, and continuously improve crisis management plans, emergency response frameworks, and business continuity procedures for city-wide operations
• Design, plan, and facilitate crisis simulation exercises, tabletop scenarios, and full-scale drills involving internal and external stakeholders
• Conduct risk assessments and vulnerability analyses to identify gaps in crisis preparedness across city assets
• Coordinate with government agencies, emergency services, and regulatory bodies to ensure alignment with national and local crisis management requirements
• Establish and maintain crisis communication protocols, ensuring clear and timely information flow during major events
• Lead after-action reviews following exercises and real events, producing recommendations for corrective action and capability improvement
• Support live control room operations in manning the crisis operations desk, if needed
• Support the integration of crisis readiness standards into the operational readiness framework across all Qiddiya assets
