Lead Engineer – Civil Procurement

Job summary

Confidentiel is seeking a senior civil procurement professional to develop procurement plans for civil packages, evaluate bids, and lead a team. The role requires strong knowledge of civil materials, SBC/ASTM/ACI standards, and ERP experience, preferably Oracle.

Applicants should have extensive EPC, industrial, or construction procurement background, with a track record of cost savings and supplier prequalification.

Qualifications

• Bachelor's degree in civil engineering.
• 8+ years of civil procurement experience (EPC, industrial, or construction).
• Strong knowledge of civil materials and standards (SBC, ASTM, ACI).
• Experience with ERP systems such as Oracle.

Responsibilities

• Develop procurement plans for civil packages and identify long-lead items.
• Prepare technical requisitions, RFQs, and tender documents.
• Lead technical bid evaluations and make award recommendations.
• Prequalify and manage civil vendors and subcontractors.
• Coordinate inspections, vendor submittals, and delivery tracking.
• Identify cost savings and procurement risks.
• Lead and mentor the civil procurement team.
• Support local content targets (IKTVA).
