Job summary

Jacobs is seeking a Lead Cost Engineer in Saudi Arabia to own cost reporting and control for a complex closeout portfolio. You will manage budgets, accruals, commitments, cash flow, funding, and forecasts, providing senior stakeholders with a clear view of current cost position and final cost needs.

You will lead cost inputs to weekly and monthly reports, reconcile multi-system data, and support closeout activities across megaprojects.

Qualifications

• Minimum 20 years of project controls and cost management experience.
• Minimum 10 years of experience on major projects in Saudi Arabia and/or the GCC.
• Experience on mega-projects or multi‑billion SAR portfolios with many contracts.
• Substantial experience in budgets, accruals, forecasts, commitments, cash flow, and cost reconciliation.
• Experience supporting contract termination, demobilization, preservation, final account, or closeout activities.

Responsibilities

• Own cost reporting across the portfolio and set the monthly cost control cycle.
• Manage budgets, allocations, transfers, and cost coding across multiple contracts and workstreams.
• Develop and maintain detailed forecasts and closeout cost projections.
• Manage the monthly accrual process and reconcile accruals.
• Track commitments, actual costs, liabilities, and settlements through contract closure.
• Prepare cash flow forecasts and funding requirements for termination and closeout.
• Reconcile SAP, Oracle Unifier, and project reporting data and resolve differences.
• Lead cost inputs to weekly and monthly portfolio and closeout reports and dashboards.
• Provide cost substantiation and records for claims, disputes, settlements, and final accounts.
• Set cost reporting templates, controls, and data checks with audit trails.
• Explain movements in budgets, commitments, accruals, actuals, cash flow, and forecasts.
• Support the Project Controls Manager in portfolio reviews and senior discussions.
