Job summary

Leading Saudi contractor in Riyadh seeks a Lead Cost Control Engineer to head all cost control activities from mobilization to closeout on large-scale residential projects. You will oversee budgets, forecasts, EVA, and reporting, coordinating with Planning, Procurement, Finance, and Project Management for cost visibility and decision support.

The role requires 15+ years in cost control within EPC/construction, with advanced knowledge of budgeting, cash flow, and cost reporting.

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, Quantity Surveying, or related discipline.
• 15+ years of experience in Cost Control within EPC, construction, infrastructure, or large-scale building projects.
• Proven experience leading Cost Control activities for major construction projects.
• Strong experience in residential, hospitality, commercial, or mixed-use developments.
• Advanced knowledge of budgeting, forecasting, cash flow management, EVA, and cost reporting.
• Experience with project contracts, change management, claims, procurement, and subcontract administration.
• Experience using project control software such as Primavera P6, EcoSys, SAP, Oracle, Power BI, or equivalent systems.
• Fluent in English (Arabic an advantage).

Responsibilities

• Lead all project cost control activities across assigned projects from mobilization through closeout.
• Develop, monitor, and control budgets, cost codes, and CBS.
• Prepare and maintain cost reports, forecasts, cash flow projections, and EVA.
• Monitor commitments, expenditures, accruals, and remaining budgets.
• Analyze cost variances and recommend mitigation of overruns.
• Coordinate with Planning to align progress with cost performance.
• Review subcontractor payments, procurement costs, and variation orders from a cost control perspective.
• Track change orders, claims, and project risks affecting cost.
• Prepare executive cost dashboards and monthly management reports.
• Support tendering and estimating with historical cost data.
• Coordinate with Finance for alignment between cost and financial reporting.
• Implement and improve cost control procedures and project controls systems.
• Lead and mentor Cost Control Engineers.

Overview

Leverage your expertise and join the dynamic team of a leading Saudi contractor focused on high-quality large-scale residential projects in Saudi Arabia. As a Lead Cost Control Engineer, you will be responsible for leading all project cost control activities throughout the project lifecycle. You will oversee project budgets, cost forecasting, earned value analysis, change management, and financial reporting while ensuring projects are delivered within approved budgets. You will work closely with Planning, Commercial, Procurement, Finance, and Project Management teams to provide accurate cost visibility and support executive decision-making.

Key Accountabilities

• Lead all project cost control activities across assigned projects from mobilization through project closeout.
• Develop, monitor, and control project budgets, cost codes, and cost breakdown structures (CBS).
• Prepare and maintain project cost reports, cost forecasts, cash flow projections, and earned value analysis (EVA).
• Monitor project commitments, expenditures, accruals, and remaining budgets.
• Analyze cost variances and provide recommendations to mitigate cost overruns.
• Coordinate with Planning Engineers to align project progress with cost performance.
• Review subcontractor payment applications, procurement costs, and variation orders from a cost control perspective.
• Track change orders, claims, and project risks affecting project cost.

• Support tendering and estimating teams by providing historical cost data and lessons learned.

Knowledge, Skills, and Experience
