Role Overview
Talent BluePrint is seeking an experienced HR Operations Manager to support a large-scale, international mega event programme in Saudi Arabia. This role will be responsible for managing end-to-end HR operations for a rapidly growing workforce, with headcount expected to scale significantly over the next 12-18 months.
The position requires a hands-on HR professional with a strong operational mindset, deep understanding of Saudi labour regulations, and proven experience managing high-volume employee lifecycles. The successful candidate will act as the primary HR point of contact for employees based in Riyadh, ensuring compliance, consistency, and employee satisfaction across all HR processes.
This is a critical and urgent hire, requiring someone who can step in quickly and operate confidently in a fast-paced, high-pressure environment.
Key Responsibilities
HR Operations & Compliance
- Manage end-to-end HR operations for a growing workforce, including onboarding, contracts, payroll coordination, benefits administration, and offboarding.
- Ensure full compliance with Saudi Labour Law, Ministry of Human Resources (MHRSD) regulations, and all local employment requirements.
- Oversee employee records, documentation, and HR data accuracy across systems and internal trackers.
- Act as the internal subject-matter expert on labour law interpretation and application.
Employment Contracts & Workforce Transition
- Manage the transition of employees from temporary/freelance arrangements to full-time employment under company sponsorship.
- Prepare, review, and issue employment contracts, amendments, and related documentation.
- Coordinate sponsorship-related processes, including employee status changes and documentation alignment.
- Oversee payroll coordination to ensure accurate and timely salary processing.
- Manage GOSI registrations, updates, and compliance, including new joiners, leavers, and status changes.
- Coordinate employee medical insurance enrollment, renewals, and claims support.
- Ensure accurate tracking of leaves, absences, and entitlements in line with Saudi regulations.
Employee Relations & Grievances
- Serve as the primary HR contact for employees, addressing queries related to contracts, salaries, benefits, leaves, and general HR matters.
- Handle employee grievances, disciplinary processes, and conflict resolution in a professional, compliant, and empathetic manner.
- Provide guidance and support to employees navigating government or employment-related procedures.
- Liaise with relevant government entities, insurance providers, and service partners as required.
- Ensure timely completion of statutory processes and documentation.
- Support audits, inspections, or compliance reviews when required.
Scaling & Process Improvement
- Support workforce scaling from initial headcount to potentially 100-300+ employees over the project lifecycle.
- Establish and improve HR processes, SOPs, and internal controls suitable for a high-volume, project-driven environment.
- Work closely with internal stakeholders to anticipate workforce needs and operational risks.
Required Experience & Skills
- Minimum 7-10 years of hands-on HR operations experience within Saudi Arabia.
- Strong, practical knowledge of Saudi Labour Law, GOSI, payroll practices, employee benefits, and contracts.
- Proven experience managing high-volume workforces or fast-scaling organisations.
- Experience handling employee relations and grievances independently.
- Strong understanding of employment sponsorship and local HR procedures.
- Excellent organisational, documentation, and stakeholder management skills.
- Ability to work under pressure, meet tight deadlines, and adapt to changing priorities.
- High level of discretion, professionalism, and employee-centric approach.
Preferred Background
- Experience working on large-scale projects, events, or multi-stakeholder environments is a strong advantage.
- Experience within consulting, outsourcing, or project-based organizations is beneficial.
- Arabic fluency is a must; professional English proficiency is required.
