Job summary

EPSA Group is seeking an experienced HSE Officer to join our team in Turayf, Saudi Arabia. The role focuses on implementing HSE management plans, conducting risk assessments, training, and daily safety walks across site operations in mining and earthmoving projects.

The ideal candidate holds NEBOSH/IOSH certification with a technical OH&S qualification and strong knowledge of local regulations. English proficiency and prior mining/industrial experience are required.

Qualifications

  • NEBOSH / IOSH or equivalent internationally recognized HSE certification (mandatory).
  • Technical diploma or equivalent qualification in Occupational Health & Safety, Engineering, Environmental Management, or a related field.
  • Basic training in environmental management is an asset.
  • Additional certifications or training in Risk Assessment, Emergency Response, Incident Investigation, First Aid, or Fire Safety.
  • Experience in mining, construction, or heavy earthmoving operations.
  • Knowledge of local health, safety, and environmental regulations.
  • Good command of English language (spoken and written).

Responsibilities

  • Safety Management Systems: support implementation of project-specific HSE management plans.
  • Understand and apply key HSE documentation (SOPs, Permits to Work, SWIs, Risk Management).
  • Participate in hazard identification, risk assessments, and control measures.
  • Promote proactive reporting of unsafe acts and conditions.
  • Support site inspections and audits to ensure safety standards.
  • Deliver and support HSE induction and training programs for site personnel.
  • Ensure training records are up-to-date.
  • Conduct toolbox talks, pre-start meetings, and refresher sessions.
  • Provide training related to permits to work, SOPs, SWIs, and emergency procedures.
  • Conduct daily site inspections and safety walks with operational teams.
  • Coach employees on safe work practices; pre-start meetings.
  • Update traffic management maps and site safety documentation.
  • Support equipment inspections as required.
  • Assist in investigation of incidents and near misses; CAPA actions.
  • Maintain incident records and reporting.
  • Familiar with Emergency Response Plan; support site procedures.

Responsibilities
  • Safety Management Systems Support the implementation of project-specific HSE management plans, including: Health and Safety Management Plan. Traffic Management Plan. Fatigue Management Plan. Waste Management Plan. Emergency Response Plan.
  • Understand and apply key HSE documentation such as: Standard Operating Procedures (SOPs). Permit to Work Systems (Hot & Cold). Safe Work Instructions (SWIs). Risk Management
  • Participate in hazard identification, risk assessments, and control measures.
  • Promote proactive reporting of unsafe acts and conditions.
  • Support regular site inspections and audits to ensure compliance with safety standards.
  • Training Deliver and support the implementation of HSE induction and training programs for all site personnel.
  • Ensure all employees have up-to-date and complete training records.
  • Conduct toolbox talks, pre-start meetings, and refresher sessions.
  • Provide specialized training related to permits to work, SOPs, SWIs, and emergency procedures.
  • Operational Control Conduct daily site inspections and safety walks with operational teams (workshop, production, drilling/blasting, surveying, etc.).
  • Participate in pre-start meetings and coach employees on safe work practices.
  • Contribute to the review and updating of traffic management maps and site safety documentation.
  • Support equipment and machinery inspections as required.
  • Incident & Accident Management Assist in the investigation of incidents, accidents, and near misses.
  • Support the development and implementation of corrective and preventive actions (CAPA).
  • Maintain accurate incident records and reporting.
  • Emergency Response Maintain familiarity with the site’s Emergency Response Plan (ERP).
  • Support the implementation of site emergency procedures.
  • Contribute to ensuring personnel are aware of and trained in emergency protocols.
