Job Description

The HSE Manager oversees the development and implementation of the Project HSE Management Plan, reviews contractors’ safety documentation, and monitors site activities to ensure safe work practices. The position requires close coordination with the client, authorities, contractors, and the PMCM team to identify risks, implement effective control measures, and promote a strong safety culture across the project.

Responsibilities
  • Develop, implement, and maintain the Project HSE Management Plan in line with client requirements, Saudi regulations, and international standards (ISO 45001, ISO 14001).
  • Act as the PMCM HSE lead, overseeing all HSE aspects of the project and ensuring compliance by contractors and subcontractors.
  • Review and approve contractors’ HSE plans, risk assessments, method statements (RAMS), traffic management plans, and emergency response procedures.
  • Monitor site activities to ensure safe execution of works related to roads, utilities, structures, and infrastructure works.
  • Conduct regular site inspections, audits, and HSE performance reviews; issue observations, non‑conformance reports, and corrective action requests.
  • Lead incident investigations, root cause analysis, and ensure timely reporting and close‑out of corrective and preventive actions.
  • Coordinate with client representatives, local authorities, and regulatory bodies on HSE‑related matters.
  • Ensure effective implementation of traffic safety, work zone safety, and public safety measures in urban and highway environments.
  • Promote a strong safety culture through toolbox talks, training programs, awareness campaigns, and leadership engagement.
  • Track, analyze, and report HSE KPIs, statistics, and trends to PMCM management and the client.
  • Ensure environmental controls are implemented, including waste management, dust control, noise mitigation, and protection of existing utilities and surroundings.
  • Support emergency preparedness, drills, and crisis management in coordination with all stakeholders.
  • Mentor and supervise HSE officers and inspectors within the PMCM team.
Qualifications
  • Bachelor’s degree in Engineering, Safety, Environmental Science, or related discipline.
  • Recognized HSE certifications such as NEBOSH IGC, IOSH, or equivalent.
  • Minimum 10–15 years of HSE experience, with significant exposure to infrastructure and road projects.
  • Prior experience working in PMCM/Consultant roles in Saudi Arabia preferred.
  • Strong knowledge of Saudi HSE regulations, MOT, municipal, and relevant authority requirements.
  • Excellent leadership, communication, and reporting skills.
