Job summary

Bechtel is seeking an experienced HSE Manager to lead industrial hygiene and ES&H program execution on the Expo 2030 Riyadh project. You will oversee risk mitigation, incident investigations, audits, and regulatory compliance to ensure project health, safety, and environmental performance.

The role requires a Bachelor’s in engineering or related field, NEBOSH Diploma, and 15+ years in construction HSE, including senior-level experience.

Qualifications

  • Bachelor's Degree in Engineering, Occupational Health & Safety, or related discipline.
  • NEBOSH International Diploma, NEBOSH Diploma, or equivalent.
  • Professional HSE certification such as CMIOSH, CertIOSH, CSP, CRSP, or equivalent preferred.
  • Registered Professional (Muhtaref) with Saudi Arabia or ability to obtain registration.
  • Minimum 15 years of construction HSE experience, including at least 3 years in an HSE Manager role.
  • Knowledge of ISO 45001, ISO 14001, Saudi HSE regulations, and large-scale construction safety management.

Responsibilities

  • Develop, implement, review, and continuously improve HSE management plans and procedures.
  • Lead HSE assurance and monitoring programme with inspections, audits, and site visits.
  • Audit Contractor HSE management systems for compliance with ERCSM requirements and Saudi law.
  • Provide leadership and coaching to contractors on construction safety practices.
  • Review contractor competency frameworks, training, inductions, and qualifications.
  • Prepare and submit weekly, monthly, and ad hoc HSE performance reports and management summaries.
  • Coordinate HSE interfaces among Contractors, Designers, Consultants, and stakeholders.

Project Overview

Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.

The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources.

Job Summary

In this role, you will lead a team to manage industrial hygiene support and services on projects, ensuring requirements are integrated into design criteria and operational planning. You will oversee research, assessments, incident resolution, risk mitigation, and compliance. Your technical guidance will support successful Environmental, Safety, and Health (ES&H) program execution.

Major Responsibilities
  • Develop, implement, review, and continuously improve Project Health, Safety, and Environmental (HSE) Management Plans and associated procedures.
  • Develop and implement a structured HSE assurance and monitoring programme, including leadership tours, inspections, audits, and site visits.
  • Conduct periodic audits of Contractor HSE management systems and verify compliance with ERCSM requirements, contractual obligations, and applicable Saudi Arabian legislation.
  • Support and coordinate inspections, audits, and visits conducted on the project site by the employer’s executive leadership, regulatory authorities, and external assurance bodies.
  • Develop and maintain a competency framework, training matrix, and competency assurance programme for the PMC HSE team.
  • Chair and facilitate regular HSE meetings with Contractors and other project stakeholders and monitor closure of actions.
  • Assure mandatory use of the Employer’s reporting systems and HSE performance management tools.
  • Verify that Contractors maintain adequate numbers of competent HSE personnel in accordance with contractual requirements, project risks, and ERCSM requirements.
  • Monitor the timely mobilization and retention of Contractor HSE resources and escalation deficiencies where required.
  • Provide leadership, direction, guidance, and technical support to contractors in the implementation of the construction safety manual and approved HSE management arrangements.
  • Review Contractor competency frameworks, training programmes, inductions, and qualifications to verify workforce competency.
  • Support Project Management and Construction Management teams in achieving project HSE objectives and maintaining compliance with applicable standards and requirements.
  • Assure incidents, near misses, and dangerous occurrences are reported, investigated, and closed out in accordance with the construction safety manual and project requirements.
  • Review incident investigation reports, verify root cause analyses, and monitor implementation of corrective and preventive actions.
  • Prepare and submit weekly, monthly, and ad hoc HSE performance reports, statistics, trend analyses, and management summaries.
  • Support and promote Contractor reward and recognition programmes to encourage positive HSE behaviours and workforce engagement.
  • Verify that Traffic Management Plans, Mobile Equipment and People Interface plans, and other safety‑critical deliverables are submitted, reviewed, approved, and implemented prior to commencing work.
  • Conduct oversight activities, including inspections, audits, field observations, and verification reviews, and issue improvement notices or recommend stop‑work actions where necessary.
  • Lead or support investigations of significant incidents, high‑potential near misses, and other events as directed by the HSE Director and the client.
  • Support the Employer’s HSE initiatives, campaigns, leadership engagement programmes, and project-wide safety improvement activities.
  • Coordinate HSE interfaces between Contractors, Designers, Consultants, and other stakeholders to ensure effective risk management and communication.
  • Monitor Contractor compliance with approved HSE plans, risk assessments, method statements, emergency preparedness arrangements, and welfare requirements.
  • Escalate unresolved non‑compliances, unsafe conditions, and significant HSE concerns through the project governance process.
Qualifications And Experience
  • Bachelor's Degree in Engineering, Occupational Health and Safety, Environmental Science, or a related discipline from an accredited institution.
  • NEBOSH International Diploma, NEBOSH Diploma, or equivalent professional HSE qualification.
  • Professional certification such as CMIOSH, CertIOSH, CSP, CRSP, or equivalent is preferred.
  • Registered Professional (Muhtaref) with the Kingdom of Saudi Arabia, or ability to obtain registration.
  • Minimum 15 years of construction HSE experience, including at least 3 years in an HSE Manager role on major infrastructure, building, transportation, utilities, or mega‑project programmes.
  • Formal training and experience in HSE auditing and management system assessment.
  • Demonstrated knowledge of ISO 45001, ISO 14001, Saudi Arabian HSE regulations, and large‑scale construction safety management systems.
  • Proven experience in incident investigation methodologies, risk management, contractor assurance, and HSE governance.
  • Strong leadership, communication, stakeholder management, report writing, and coaching skills.
  • Experience working within a Project Management Consultant (PMC), Engineer, or Client‑side assurance environment on complex construction projects is preferred.
