Job summary

WSP Middle East invites applications for an HSE Manager to lead health, safety and environmental management for a live Property & Building Supervision project in Jeddah, Saudi Arabia.

You will implement the WSP HSEQ system, supervise HSE inspectors, deliver training, review contractor plans and risk assessments, and conduct routine site safety reviews and emergency drills to protect our people and project success.

Qualifications

  • Bachelor’s degree/Diploma in OHS, environmental science, engineering, or related field.
  • Proven experience in a similar HSE leadership role in construction/engineering.
  • Strong knowledge of HSE regulations and Middle East best practices.
  • Strong communication and interpersonal skills to engage stakeholders.
  • Excellent problem-solving and decision-making abilities.
  • NEBOSH or equivalent certification is highly desirable; SCE in Health & Safety domain required.
  • Fluent in English; Arabic knowledge is an advantage.

Responsibilities

  • Manage health, safety and environmental arrangements for the project per WSP HSEQ System.
  • Oversee HSE Inspectors to ensure compliance with legal and client requirements at site level.
  • Deliver HSE training to WSP employees (e.g., induction, safe working practices).
  • Review and approve contractor HSE plans, risk assessments and method statements.
  • Plan daily site visits to ensure safety measures before works begin.
  • Conduct weekly joint HSE inspections with inspectors and contractor personnel.
  • Organise HSE meetings with clients, project staff, and contractors.
  • Initiate and test emergency response plans and drills as per schedule.
  • Ensure closure of corrective actions from incident investigations.
  • Conduct regular site safety reviews.

Job description

WSP Middle East is looking for an HSE Manager for an ongoing Property & Building Supervision Project in Jeddah in KSA

Responsibilities
  • Manage the health, safety and environmental arrangements for the project against the WSP HSEQ Management System requirements, to ensure the protection of our people.
  • Manage HSE Inspectors to ensure they are monitoring the implementation of health and safety arrangements at project site level, in accordance with legal and client requirements.
  • Develop and deliver health, safety and environmental training to WSP employees including but not limited to; induction, safe working practices.
  • Review and approve contractor’s health, safety and environmental plans, risk assessments and method statements against legal and client requirements prior to the work being carried out.
  • Plan daily morning site visits across project sites to ensure health and safety measures are in place before works begins.
  • Carry out weekly joint HSE inspections with HSE Inspectors and contractor personnel and ensure all the corrective/preventive actions are closed out.
  • Organise HSE meetings with clients, WSP project staff, and contractors.
  • Initiate and test emergency response plans and ensure the drills are carried out as per the project schedule and performance standards.
  • Ensure HSE Inspectors follow up on contractor’s incident investigation reports are completed and corrective actions are identified and closed out to prevent a recurrence and provide necessary technical guidance for accident protection.
  • Conduct regular site safely reviews.
Qualifications
  • Bachelor's degree/ Diploma in Occupational Health & Safety, Environmental Science, Engineering, or related field.
  • Proven experience in a similar HSE leadership role, preferably within the construction or engineering industry.
  • In-depth knowledge of HSE regulations and best practices, particularly in the Middle East region.
  • Strong communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels.
  • Excellent problem-solving and decision-making abilities.
  • NEBOSH or equivalent certification is highly desirable.
  • Fluent in English, both written and spoken. Knowledge of Arabic is an advantage.
  • Mandate : Should hold SCE in Health & Safety domain.
