Job summary

Taj HR is seeking a Function Head – Finance & Accounting in Riyadh to lead the overall financial management, business analysis, and strategic planning aligned with Saudi Vision 2030. You will guide FP&A, accounting, tax, and treasury, partnering with the CFO and executive team to drive digital transformation and robust governance.

The role requires senior leadership experience, deep knowledge of IFRS and Saudi GAAP, and a track record in real estate or related sectors.

Responsibilities

• Lead the Finance & Accounting function, providing strategic oversight, direction, and governance across all sub-functions including FP&A, Accounting, Tax, and Treasury.
• Prepare and manage annual business plans, manpower plans, and departmental budgets for the Finance function.
• Establish and monitor measurable KPIs for the Finance & Accounting team; drive accountability and performance.
• Drive the digital transformation of finance operations including automation via Yardi, real-time Power BI dashboards, and AI-assisted reporting tools.
• Lead multi-function governance and performance reporting to the CFO & VP Support Services.
• Oversee the preparation and review of monthly, quarterly, and annual financial statements in compliance with IFRS and Saudi GAAP.
• Ensure compliance with VAT, Zakat, WHT, and ZATCA e-invoicing requirements.
• Lead all statutory audit processes; manage external auditor relationships and resolve audit findings.
• Oversee consolidation for URED and subsidiaries; ensure audit-readiness and robust controls.
• Manage treasury operations, cash flow planning, banking relationships, and capital facilities.
• Provide financial analysis to support decisions on property acquisitions, development feasibility, lease pricing, and capital allocation.

The Function Head – Finance & Accounting is responsible for the overall financial management, business analysis, and strategic financial planning . This role ensures the ongoing financial feasibility, regulatory compliance, and secure financial future of the organisation in alignment with its mission, vision, and the objectives of Saudi Vision 2030.

The incumbent leads the Finance & Accounting team, drives digital transformation of financial processes, and serves as the primary business partner to the CFO and executive leadership across all financial, treasury, tax, and reporting matters.

KEY ACCOUNTABILITIES

Strategic Financial Leadership

• Lead the Finance & Accounting function, providing strategic oversight, direction, and governance across all sub-functions including FP&A, Accounting, Tax, and Treasury.
• Prepare and manage annual business plans, manpower plans, and departmental budgets for the Finance function.
• Establish and monitor measurable KPIs for the Finance & Accounting team; drive accountability and performance.
• Drive the digital transformation of finance operations including automation via Yardi, real-time Power BI dashboards, and AI-assisted reporting tools.
• Lead multi-function governance and performance reporting to the CFO & VP Support Services.

Financial Reporting & Compliance

• Oversee the preparation and review of monthly, quarterly, and annual financial statements in compliance with IFRS and Saudi GAAP.
• Ensure compliance with all applicable regulatory frameworks including VAT, Zakat, WHT, and ZATCA e-invoicing requirements.
• Lead all statutory audit processes; manage external auditor relationships and resolve audit findings.
• Oversee preparation of consolidated financial reports for URED and subsidiaries, including intercompany reconciliations.
• Ensure continuous audit-readiness of the Finance function and all financial records.

Treasury & Capital Management

• Manage treasury operations including cash flow planning, banking relationship management, and credit facility oversight.
• Monitor investment portfolio performance and provide recommendations to the CFO on capital allocation.
• Ensure financial discipline, cashflow forecasting accuracy, and cost reporting transparency across all business units.
• Provide executive-level reporting on financial performance, risk exposure, and treasury position.

Business Partnering & Strategic Analysis

• Provide financial analysis and insights to support decisions on property acquisitions, development feasibility, lease pricing, and capital allocation.
• Collaborate with all department heads on budget management, cost controls, and financial performance improvement.
• Present financial performance, forecasts, and strategic analysis to the Board of Directors and executive leadership.
• Champion use of AI-assisted financial tools and advanced analytics to shift from reactive reporting to proactive insight generation.

People Leadership & Development

• Lead, coach, and develop the Finance & Accounting team; build capability and succession plans for all critical roles.
• Conduct mid-year and annual performance appraisals for all direct reports.
• Identify talent gaps and drive training and development initiatives within the function.
• Promote a high-performance, compliance-conscious, and continuous-improvement culture.

5. FRAMEWORKS, BOUNDARIES & DECISION-MAKING AUTHORITY

• Reports directly to the CFO & VP Support Services.
• Reviews and validates payment requests up to SAR 500,000 per transaction — final approval authority rests with the CEO in accordance with URED DoA.
• Authority to approve departmental operational expenditure within approved annual budget.
• Authority to approve team leave, performance appraisals, and departmental headcount plans.
• Proposes changes to financial policies, procedures, and internal controls for CFO and CEO approval.
• Accountable for function-level financial accuracy, compliance, and reporting performance.

6. KEY PERFORMANCE INDICATORS (KPIs)

• Monthly financial statements delivered to CFO by the 10th working day of the following month.
• Annual budget submission completed within agreed timeline (100% on time).
• Zero material audit qualifications or regulatory penalties in the financial year.
• All ZATCA VAT and Zakat filings submitted before statutory deadlines (100% compliance).
• Finance function fully staffed and performing against individual KPIs.
• At least 2 finance process improvement initiatives implemented per financial year.
• Real-time financial dashboards live and maintained for all key business units via Power BI.

Qualifications

• Bachelor's Degree in Accounting, Finance, or a related field.

Experience

• Minimum 10–12 years' progressive experience in finance, with at least 5 years in a senior leadership role.
• Demonstrated experience in real estate, property management, or a closely related sector.
• Deep knowledge of IFRS, Saudi GAAP, VAT, Zakat, and WHT regulations.
• Proven experience leading audit processes and managing external auditor and regulator relationships.
• Track record of driving financial process transformation and team capability development.
