Job summary

NTU International A/S is seeking a Senior Non-Key Expert – EU Cooperation & Programme Cycle to support EU external cooperation activities, including project identification, formulation, and monitoring. The role focuses on technical assistance, capacity building, and documentation throughout the programme cycle.

Ideal candidates will hold a Master’s degree in a related field and have 7+ years of experience in EU external cooperation, with Arabic desirable and French as an asset.

Qualifications

• Master’s degree required in international development, economics, public administration, international relations, European studies
• Arabic language is desirable; French language is an asset
• At least 7 years of relevant professional experience in EU external cooperation and technical assistance

Responsibilities

• Support technical assistance assignments related to EU external cooperation, programme cycle management, and intervention formulation
• Prepare action documents, terms of reference, programme documents, roadmaps or technical notes; provide training and capacity-building sessions as needed

Job description

NTU International A/S is leading a consortium for the proposal preparation of the EU-funded project called: “Egypt Downtown Facility.”

The overall objective of this assignment is to enhance the effectiveness, coherence and visibility of the Strategic and Comprehensive Partnership between the European Union and the Arab Republic of Egypt by providing rapid, flexible and high-quality technical assistance in support of jointly agreed bilateral cooperation priorities. This objective will contribute to strengthened policy dialogue, improved programme implementation and reinforced institutional capacities of Egyptian partner entities involved in EU-funded actions.

In this context, we are seeking a highly qualified Senior Non-Key Expert – EU Cooperation & Programme Cycle to support technical assistance assignments related to EU external cooperation, programme and project cycle management, identification and formulation of interventions, implementation support, monitoring and evaluation, and preparation of EU programme and technical documentation.

Qualifications and Skills

• Master’s degree in international development, economics, public administration, international relations, European studies, or a related field.
• Arabic is desirable.
• French is an asset.

Professional Experience

• At least 7 years of relevant professional experience.
• Experience in EU external cooperation and technical assistance.
• Experience in project/programme identification, formulation, implementation, monitoring and/or evaluation.
• Experience preparing action documents, terms of reference, programme documents, roadmaps or technical notes.
• Experience providing training, capacity building sessions is desired.
• Good knowledge of NDICI–Global Europe, PRAG and EU external action procedures.
