Qualifications

• Bachelor's degree in Finance, Accounting, or related field is required.
• Professional accounting qualification (CPA/ACCA/CA/CMA or equivalent) is required.
• 15+ years of relevant experience in finance, management reporting, budgeting, forecasting, or operational finance.

Responsibilities

• Lead financial operation, planning, budgeting, forecasting, and monthly reporting for City Operations.
• Act as a lead business partner to embed financial discipline and support day-to-day decisions.
• Develop service charge, recharge, and cost recovery frameworks with cross-functional coordination.
• Develop and monitor financial KPIs, reporting, and performance insights for leadership.
• Manage budget control and cost tracking across City Operations functions.
• Lead the vendor invoicing process and ensure timely payment aligned with contracts.
• Own end-to-end invoicing, reconciliations, accruals, and period-close with finance.
• Maintain asset registers and general ledger integrity with reconciliations.
• Manage City Operations revenue streams and ensure proper recognition.
• Coordinate with Finance & Controls and stakeholders to align financial processes.
• Lead and develop the finance and control team to support growth.

Qiddiya Investment Company is a Saudi holding and development company leading major investments across entertainment, sports, and culture. The company is helping shape landmark destination projects, including Qiddiya City, through large-scale development and long-term operational planning.

As Director - Finance and Control, you will play a key role in strengthening the financial foundations of City Operations. This role is focused on turning operational priorities into clear financial plans, controls, reporting, and insights, while partnering closely with finance and business stakeholders to support effective decision-making and disciplined execution.

Responsibilities

• Lead financial operation, planning, budgeting, forecasting, and monthly reporting for City Operations in coordination with QIC Finance.
• Act as a lead business partner to the City Operations team, embedding financial discipline and supporting day-to-day decision making.
• Develop Implement service charge, recharge, and cost recovery mechanisms/cross charge frameworks,, including inputs, calculations, reporting, and cross-functional coordination.
• Develop and monitor financial KPIs, management information reporting, and performance insights to support leadership decision-making, ensuring robust KPI control and governance.
• Manage budget control and cost tracking across City Operations functions, highlighting risks, variances, and cost optimization opportunities.
• Lead the vendor invoicing process in collaboration with City Operations teams and QIC central functions.
• Own and oversee the end-to-end invoicing function, ensuring all vendor invoices are reviewed, approved, and paid accurately and on time, in line with contractual terms – in collaboration with City Operations teams and QIC central functions.
• Maintain asset registers and general ledger integrity, including reconciliations, accruals, and period-close support with QIC Finance.
• Manage and control City Operations revenue streams by ensuring all revenue opportunities are fully utilized and that revenue is accurately recognized and recorded in the appropriate accounting period

• Coordinate with Finance & Controls, City Operations functions, QIC Finance, and relevant stakeholders to align and implement financial processes.
• Lead, manage, and develop the finance and control team, building capability, succession, and resource to support City Operations growth

Requirements

• Bachelor's degree in Finance, Accounting, or a related business field.
• Qualified accountant (CPA, ACCA, CA, CMA or equivalent)
• 15+ years of relevant experience in finance, management reporting, budgeting, forecasting, or operational finance.
• Experience with service charge, cost recovery, or shared services financial models.
• Strong understanding of financial planning, cost control, variance analysis, and financial performance management.
• Deep knowledge of invoicing, general ledger, reconciliations, accruals, and period-close processes.
• Demonstrated people leadership experience – managing, developing, and growing high performing finance teams
• Experience translating operational needs into financial plans, reports, and actionable insights, and working effectively with City Operations leaders, central finance teams, senior leadership, and business unit counterparts.
