Job summary

Jacobs is delivering a landmark city-wide mobility program in Saudi Arabia, seeking a Director of Event Mobility Planning to lead integrated mobility for major events.   • Expertise in demand forecasting, event planning, traffic management and public transport integration.
  • Experience leading multidisciplinary teams, managing budgets, contracts and suppliers.

Responsibilities

  • Lead the development and implementation of event mobility strategy, governance framework, standards, policies, and operating model.
  • Direct integrated mobility planning for major events, festivals, and entertainment activations.
  • Develop transport demand forecasts, mobility plans, and arrival/departure strategies for guests, VIPs, athletes, and workforce.
  • Coordinate mobility requirements across concurrent events to optimize network performance and resilience.
  • Oversee traffic management, access control, road planning, parking strategies, and emergency access.
  • Integrate public transport, shuttle services, taxis, ride-hailing, active mobility, and last-mile connectivity.
  • Develop secure mobility solutions for VIP, hospitality, government, and specialist movements.
  • Coordinate logistics, servicing, freight, contractor, and emergency service movements.
  • Lead operational readiness activities, simulations, test events, command-and-control planning, and post-event reviews.
  • Manage relationships with authorities, transport operators, venues, and suppliers, including budgets and procurement.

About the opportunity

The Director, Event Mobility Planning leads the development and delivery of integrated mobility planning for major events, festivals, sporting competitions, and entertainment activations. The role is responsible for ensuring the safe, efficient, and coordinated movement of guests, athletes, VIPs, workforce, logistics, emergency services, and public transport users across venues and districts. Acting as the City Operations mobility lead, the position develops citywide mobility standards, demand forecasts, traffic and event mobility plans, and operational readiness arrangements, supporting major events through 2028 while coordinating with venue and asset operators who retain responsibility for operations within their controlled areas.

Role Responsibilities
  • Lead the development and implementation of event mobility strategy, governance framework, standards, policies, and operating model.
  • Direct integrated mobility planning for major events, festivals, sporting competitions, and entertainment activations across the destination.
  • Develop transport demand forecasts, mobility plans, and arrival/departure strategies for guests, VIPs, athletes, performers, workforce, media, and emergency services.
  • Coordinate mobility requirements across multiple concurrent events to optimize network performance, capacity, and operational resilience.
  • Oversee traffic management, access control, road network planning, parking strategies, vehicle accreditation, and emergency access arrangements.
  • Integrate public transport, shuttle services, taxis, ride-hailing, active mobility, and last-mile connectivity into event operations.
  • Develop secure and efficient mobility solutions for VIP, hospitality, protocol, government, and specialist stakeholder movements.
  • Coordinate logistics, servicing, freight, contractor, and emergency service movements to ensure seamless event operations.
  • Lead operational readiness activities, simulations, test events, command-and-control planning, live event mobility operations, and post-event reviews.
  • Manage relationships with government authorities, transport operators, emergency services, event organizers, venues, and suppliers while overseeing budgets, contracts, procurement, and service performance.
Role Requirements
  • Bachelor’s degree in Transport Planning, Civil/Transportation Engineering, Urban Planning, Logistics, Operations Management, or a related field; Master’s degree and professional certifications are preferred.
  • 18+ years of experience in transport planning, mobility operations, traffic engineering, major event transportation, city operations, or infrastructure, including significant senior leadership experience.
  • Proven track record delivering mobility planning and operations for large-scale sporting, entertainment, cultural, or destination events.
  • Expertise in transport demand forecasting, event mobility planning, traffic management, parking strategies, public transport integration, operational readiness, and incident management.
  • Strong experience leading multidisciplinary teams, managing stakeholders, transport authorities, venues, operators, consultants, budgets, contracts, and supplier performance.
  • Knowledge of mobility technologies, intelligent transport systems, accessibility, sustainability, risk management, command and control operations, and cross-functional coordination within complex event environments.
