Job summary

GRG is seeking an advisor to lead the establishment and activation of a Data Management Office (DMO) in the Saudi public sector. You will align with NDMO standards, design governance structures, and guide the program to operational start during the contract period.

Responsibilities include current-state assessments, gap analyses, and defining the target operating model and roadmap, with a focus on data governance domains and stakeholder alignment at senior levels.

Qualifications

• 3+ years in data management or data governance in the Saudi public sector.
• Hands-on experience delivering NDMO-aligned programs.
• Data governance certification preferred (CDMP).

Responsibilities

• Lead current-state assessment and gap analysis of data management capabilities and define target operating model and roadmap.
• Design the data governance framework, including government data model, governance structure, roles and responsibilities, policies, and procedures.
• Establish the DMO's data governance domains in line with NDMO requirements (data governance, data quality, metadata, reference/master data, personal data protection, data lifecycle, and data integration/interoperability).
• Advise on activating the first data governance cycles and embedding them within the entity's institutional structure to enable an actual operational start within the contract period.
• Provide technical direction and quality assurance across all deliverables and act as the primary point of alignment with the client's leadership.
