Job summary

Decima International is seeking an experienced Commissioning Manager to lead commissioning activities for major mission-critical projects in Saudi Arabia. The role will own the Commissioning Management Plan and coordinate with contractors, consultants, vendors, and the Owner through testing, turnover, and handover to operations.

The ideal candidate has extensive experience with mission-critical MEP systems, integrated systems testing, and commissioning documentation.

Qualifications

• Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Electromechanical Engineering, or a related discipline.

Responsibilities

• Develop, implement, and maintain the Project Commissioning Management Plan.
• Lead commissioning planning, readiness assessments, stage-gate reviews, and execution.
• Monitor commissioning progress against project milestones and requirements.
• Perform final review, sign-off, and escalation of readiness and turnover packages.
• Oversee L1–L5 commissioning activities, Functional Performance Testing, and Integrated Systems Testing.
• Review and approve commissioning procedures, test scripts, method statements, and supporting documentation.
• Ensure commissioning activities comply with project specifications, design intent, approved procedures, and industry standards.
• Coordinate with contractors, consultants, vendors, and the Owner to resolve commissioning issues.
• Identify commissioning risks, constraints, and readiness gaps and drive timely resolution.
• Monitor open commissioning issues and corrective actions through closure.
• Ensure commissioning documentation, test records, certificates, and turnover packages are complete and accepted.
• Coordinate system turnover and handover to operations teams.
• Report commissioning progress, risks, outstanding issues, and readiness to the PMC Lead / Site Director.
• Support final project acceptance and operational readiness.

RESPONSIBILITIES

QUALIFICATIONS

Required Qualifications

• Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Electromechanical Engineering, or a related discipline.
• Certified Commissioning Authority (CxA) certification.
• Strong commissioning management experience on major mission-critical or data center projects.
• Extensive knowledge of mechanical, electrical, controls, and other mission-critical MEP systems.
• Experience developing and implementing Commissioning Management Plans.
• Strong experience with commissioning readiness assessments and stage-gate reviews.
• Hands‑on experience with L1–L5 commissioning processes.
• Experience leading Functional Performance Testing and Integrated Systems Testing.
• Strong knowledge of turnover planning, commissioning documentation, and handover management.
• Strong risk management, issue resolution, and stakeholder coordination skills.
• Ability to communicate commissioning status and technical issues to both technical and management-level stakeholders.

Preferred Qualifications

• Additional commissioning certifications such as ACG, BCxP, or equivalent.
• Experience on hyperscale data center projects.
• Familiarity with ASHRAE commissioning guidelines.
• Familiarity with CSA, BSRIA, and other recognized commissioning standards or frameworks.
• Experience with electronic commissioning management systems.
• Experience with electronic document control and turnover platforms.
• Strong contractor, vendor, consultant, and Owner coordination experience.
