Job summary

Parsons in Saudi Arabia is seeking a Senior Commercial Manager to lead the project commercial function and team, develop strategy, manage budgets, and ensure contractual compliance on airport infrastructure programs.

You will review contracts, lead negotiations with clients and subcontractors, monitor cash flow, and provide commercial reporting to senior management.

Qualifications

  • Bachelor’s Degree in Quantity Surveying, Commercial Management, Civil Engineering, Construction Management or related discipline.
  • Minimum 15 years of relevant commercial experience on major construction, infrastructure, airport or multidisciplinary projects.
  • Proven experience in commercial management, contract administration, cost control, variations, claims and negotiations.
  • Strong knowledge of construction contracts and commercial principles.

What You’ll Be Doing

Lead and manage the project commercial function and commercial team.

Develop and implement the Project Commercial Management strategy and procedures.

Manage the commercial performance of the project against approved budgets, forecasts, and contractual requirements.

Review and interpret contract conditions, scope requirements, commercial obligations, and entitlement provisions.

Monitor contractual compliance and ensure commercial obligations are identified and managed.

Establish and maintain effective commercial controls, processes, and reporting systems.

Lead the preparation, review, and management of project budgets, forecasts, and commercial reports.

Monitor project cost performance and identify potential cost overruns, savings, and commercial risks.

Manage the commercial aspects of variations, change orders, claims, and additional works.

Review and assess entitlement, scope changes, valuation principles, and associated cost impacts.

Lead negotiations with Client, Consultant, Contractors, Subcontractors, and Suppliers on commercial matters.

Review and evaluate Contractor and Subcontractor claims and commercial submissions.

Coordinate with Planning and Project Controls teams to assess time and cost impacts associated with changes and claims.

Ensure appropriate contractual notices are issued within required contractual timeframes.

Monitor commercial correspondence, notices, claims, variations, and contractual commitments.

Establish and maintain Variation and Claims Registers.

Review and approve commercial evaluations, cost build‑ups, and supporting documentation.

Lead commercial negotiations for major variations, claims, and subcontractor issues.

Support the preparation of Extension of Time (EOT) claims and associated commercial assessments.

Review project risks and opportunities from a commercial perspective and develop mitigation strategies.

Monitor cash flow, payment applications, invoicing, retention, bonds, guarantees, and other financial obligations.

Review and manage interim payment applications and payment certifications.

Monitor accounts receivable and support timely resolution of payment issues.

Ensure accurate forecasting of project revenue, costs, margin, and cash flow.

Coordinate with Finance and Project Controls teams to maintain accurate commercial forecasts.

Review procurement and subcontracting strategies from a commercial perspective.

Support tendering, subcontractor procurement, bid evaluations, and commercial negotiations.

Review subcontract agreements, purchase orders, and commercial terms.

Monitor subcontractor commercial performance and compliance.

Identify potential disputes and support dispute avoidance and resolution strategies.

Maintain comprehensive commercial records and documentation.

Provide commercial advice and recommendations to Project Management and senior leadership.

Prepare and present commercial performance reports, dashboards, and management summaries.

Ensure commercial processes comply with company policies, project procedures, contractual requirements, and applicable laws.

Lead the administration and commercial management of the main contract and key subcontracts.

Review contract clauses related to variations, claims, payment, delay, disruption, acceleration, suspension, termination, and other commercial matters.

Ensure contractual notices and submissions are properly prepared and issued.

Assess entitlement and quantum for variations and claims.

Coordinate with Planning, Engineering, and Legal / Contracts teams on complex claims.

Develop negotiation strategies for major commercial issues.

Maintain Claims, Variations, Notices, and Commercial Correspondence Registers.

Support dispute avoidance through early identification and resolution of commercial issues.

Provide commercial input to formal dispute resolution proceedings where required.

Monitor project cost against budget and approved control accounts.

Review cost forecasts, commitments, accruals, and projected final costs.

Identify cost trends and potential deviations from the approved budget.

Coordinate with Cost Engineers and Quantity Surveyors to ensure accurate cost reporting.

Review cost‑to‑complete and Estimate at Completion (EAC) forecasts.

Monitor commercial impacts of design development, scope changes, construction methodology, and project delays.

Support value engineering initiatives and identify commercial opportunities.

Ensure appropriate financial provisions are maintained for identified commercial risks.

Manage commercial matters associated with airport terminals, airfield infrastructure, runways, taxiways, aprons, roads, utilities, district cooling, and associated infrastructure packages.

Assess commercial impacts associated with complex airport interfaces, operational constraints, phased construction, and restricted work areas.

Manage commercial interfaces between major engineering, construction, MEP, infrastructure, and specialist aviation packages.

Support commercial management of specialist subcontractors and suppliers associated with airport systems and infrastructure.

Monitor commercial risks associated with authority requirements, design changes, stakeholder requirements, and interface dependencies.

Prepare weekly and monthly commercial management reports.

Provide management reporting covering: Provide early warning of significant commercial risks and potential impacts on project profitability.

Present commercial performance and recommendations to Project Director / Senior Management.

What Required Skills You’ll Bring

Bachelor’s Degree in Quantity Surveying, Commercial Management, Civil Engineering, Construction Management, or a related discipline.

Minimum 15 years of relevant commercial experience on major construction, infrastructure, airport, or multidisciplinary projects.

Proven experience in commercial management, contract administration, cost control, variations, claims, and negotiations.

Strong knowledge of construction contracts and commercial principles.

Experience managing major main contracts and multiple subcontract packages.

Strong experience in evaluating variations, claims, EOTs, and commercial entitlements.

Experience working with Clients, Consultants, Contractors, Subcontractors, and Suppliers.

Strong understanding of project cost control, forecasting, cash flow, and financial reporting.

Experience on major airport / infrastructure projects is highly desirable.

Strong knowledge of FIDIC or other international construction contract forms.

Professional qualification such as MRICS, RICS, CIQS, or equivalent is preferred.
