A leading infrastructure consulting firm in Riyadh is seeking an experienced Commercial Manager to oversee all commercial, contractual, and financial aspects of major infrastructure projects. The role requires 15+ years of managerial experience, particularly in the Middle East, and involves working closely with clients and contractors. Overview

The Commercial Manager will be responsible for managing all commercial, contractual, and financial aspects of major infrastructure projects in Riyadh, including roads, highways, bridges, tunnels, and associated utilities, within a consultant/PMC environment. The role requires strong experience in the Middle East market, working closely with clients, contractors, and internal project teams.

Responsibilities
  • Lead commercial and contract management activities across multiple infrastructure projects.
  • Administer contracts in accordance with FIDIC Red & Yellow Book conditions.
  • Manage variations, claims, EOTs, loss & expense, and change control processes.
  • Review and certify interim payment applications, final accounts, and commercial reports.
  • Provide commercial advice to Project Directors, Engineers, and Clients.
  • Support dispute avoidance, claim negotiations, and contractual correspondence.
  • Monitor project budgets, cost forecasts, risk registers, and cash flow.
  • Ensure compliance with client governance, contractual procedures, and consultant best practices.
  • Interface with legal teams on contractual matters where required.
  • Mentor and manage commercial / QS teams on assigned projects.
Qualifications
  • Bachelor’s degree in Quantity Surveying, Commercial Management, Engineering, or related discipline.
  • 15+ years of experience, with significant consultant/PMC experience in the Middle East.
  • Proven background on roads, highways, bridges, tunnels, and infrastructure projects.

  • Experience working on Saudi Arabia / Riyadh-based projects is highly preferred.
