Qualifications

• 4–6 years in budget control or cost management within real estate, construction, or infrastructure.
• Hands-on SAP FM experience fund centers, cost objects, payment budget management.
• Demonstrated PR/PO control, variation, and change order financial management.

Budget Controller

The Budget Controller is the central financial governance authority within the FMC framework for the Marakez New Development Program. The role is the single approval gate for all cost commitments ensuring budgets are consumed within sanctioned limits, all PRs, POs, variations, change orders pass a verified headroom check, and leadership receives accurate timely reporting across all projects.

Responsibilities

• Establish approved consumable and allocated budget baselines across all fund centers for every project


• Translate capital plans into SAP FM budget hierarchies


• Monitor consumed amounts and issued invoices vs plan at fund center level in real time


• Flag PO vs invoice variances before payment block processing without headroom check


• Review and approve all PRs against valid FMC budget lines block overruns pending transfer


• Record PO commitments immediately deduct from available balance on all dashboards


• Manage formal reallocation requests with full audit trails


• Quantify consumable vs consumed deviations flag overruns before limits are breached


• Require a formal budget impact assessment for every variation and change order before approval


• Trigger automatic reforecasts and map cost delta to fund centers and cost types
