Job summary

SPIE Global Services Energy Middle East LLC is seeking a seasoned Project Control Engineer in Doha, Qatar. You will support the Senior Project Control Engineer in planning, monitoring, and controlling project cost, schedule, and progress across major projects, ensuring contractual alignment and company standards.

The role requires 10+ years in project controls, PMP/ CCP preferred, and strong expertise in planning, scheduling, and reporting.

Qualifications

  • Bachelor's degree in Engineering (Mechanical, Chemical, or related).
  • PM certification (PMP/CCP) preferred.
  • Minimum 10 years of experience in project controls on major projects.
  • Expertise in planning and coordinating integrated activities for onshore field equipment.
  • 3–5 years on large-scale EPCC projects.

Responsibilities

  • Ensure Contractor develops and maintains project schedules in line with EPCC contract requirements.
  • Oversee critical path analysis, float management and schedule optimization.
  • Coordinate with discipline leads to align detailed schedules with the overall timeline.
  • Lead baseline schedule development with resource loading.
  • Monitor progress vs baseline and forecast; suggest recovery plans.
  • Implement planning tools and ensure consistent usage across stakeholders.
  • Track and report progress, earned value, and schedule performance.
  • Prepare weekly/monthly progress reports and executive summaries.
  • Support Steering Committee presentations; highlight risks and deviations.
  • Maintain auditable records of planning data and performance trends.

We currently have an opportunity within SPIE Global Services Energy Middle East LLC Doha, Qatar for a :

JOB PURPOSE

The Project Control Engineer supports the Senior Project Control Engineer in planning, monitoring, and controlling Project cost, schedule, and progress performance across Major Projects, ensuring alignment with contractual obligations, Project objectives, and Company standards. The role assists in analyzing Project schedules, forecasts, and progress reports, enabling accurate tracking of Project performance and supporting informed decision-making.

In addition, the role-holder is responsible for promoting, adhering to, and ensuring compliance with QAFCO’s Occupational Health & Safety, Environmental, Energy, and Quality management systems and standards, while coordinating effectively with other Project Team members to ensure successful Project delivery.

KEY ACCOUNTABILITIES
Management Systems
  • Aware of QAFCO Integrated Management Systems (Quality; Environment; Occupational Health & Safety; Responsible Care; & Energy Management Systems and IFA Product Stewardship)
  • Comply with all the relevant policies and procedures of QAFCO Integrated Management Systems
  • Ensure that QAFCO and Project HSEQ requirements take the highest priority and actively implemented in Project day-to-day activities.
Project Planning & Scheduling
  • Ensure that the Contractor develops and maintains Project schedules covering engineering, procurement, construction, commissioning, and handover phases in full compliance with EPCC Contract requirements.
  • Oversee EPCC Contractor’s performance of critical path analysis, float management, and schedule optimization to ensure timely delivery of project milestones.
  • Coordinate with discipline leads and contractors to ensure alignment of detailed schedules with the overall project timeline.
  • Lead the development of baseline schedules, including resource loading.
  • Monitor progress against baseline and forecast schedules, identifying delays and recommending recovery plans.
  • Implement and manage planning tools and ensure consistent use across all stakeholders.
Progress Monitoring & Reporting
  • Track and report physical progress, earned value, and schedule performance.
  • Prepare and present weekly/monthly progress reports, dashboards, and executive summaries for senior management and stakeholders.
  • Coordinate with contractors to review and validate monthly progress reports and updates.
  • Support the preparation of Steering Committee presentations, highlighting key risks, achievements, and deviations.
  • Maintain accurate and auditable records of planning data, progress curves, and performance trends.
Cost & Resource Planning
  • Ensure EPCC Contractor develops resource histograms, manpower plans, and productivity tracking.
  • Assist in forecasting cost impacts of schedule changes and delays.
  • Provide input for budget planning, cash flow projections, and cost control.
Profile
  • Bachelor’s degree in Engineering (Mechanical, Chemical, or related discipline).
  • Professional certification in project management or controls (e.g., PMP, CCP) is preferred.
  • Minimum 10 years of experience in project controls within major projects, preferably in fertilizer or petrochemical plants.
  • Proven expertise in planning and coordinating integrated activities for onshore field equipment.
  • At least 3-5 years of experience on large-scale projects (EPCC or similar).
  • Fluency in English (written and spoken).
  • Strong interpersonal and organizational skills.
  • Advanced computer literacy and proficiency in Microsoft Office Suite.
  • Familiarity with project control software (e.g., Primavera P6, MS Project) is an advantage.
