Job summary

SPIE Global Services Energy in Qatar is seeking a Head of Quality Assurance to lead QA across EPC/EPCC projects, driving robust quality systems and continuous improvement. The role covers engineering, procurement, construction and commissioning with a strong emphasis on contractual compliance and standards.

You will manage QA engineers and coordinate with multidisciplinary teams, ensuring the Project Quality Management System is effectively implemented and audited.

Qualifications

• Bachelor's Degree in Engineering or a related technical discipline.
• Professional Quality certifications (ISO Lead Auditor, ASQ, CQE, or equivalent) are an advantage
• Minimum 10 years of relevant experience in Quality Assurance.
• At least 5 years of experience on major EPC/EPCC projects within Oil & Gas, Petrochemical, Energy, or Industrial sectors.

Responsibilities

• Project QA Leadership: own QA across engineering, procurement, construction and commissioning phases.
• Develop and maintain the Project Information Manual and internal procedures for quality assurance.
• Lead QA Engineers and Quality Coordinators and ensure QA activities are executed.
• Quality surveillance across engineering, procurement, construction and commissioning.
• Conduct scheduled and unscheduled quality audits on internal team, EPCC contractor and subcontractors.

We currently have an opportunity within SPIE Global Services Energy, Qatar for a : Head of Quality Assurance

We are seeking an experienced Head of Quality Assurance to lead and manage the Quality Assurance function for major capital projects. The successful candidate will ensure the implementation of effective quality systems, processes, and procedures across engineering, procurement, construction, and commissioning activities while driving a culture of continuous improvement and operational excellence.

Key Responsibilities

1. 1. Project QA Leadership
   • Support and assist the Chief Major Projects Officer in all QA aspects of the Project.
   • Take full ownership of the Quality Assurance function across engineering, procurement, construction, and commissioning phases.
   • Ensure implementation of Major Projects Contract requirements in the QA domain and report any deviations.
   • Review and approve the EPCC Contractor’s Project Quality Plan, ensuring alignment with contractual obligations and QAFCO standards.
   • Monitor and follow up on EPCC Contractor’s implementation of the accepted Quality Plan, reporting non-conformities and initiating corrective actions.
2. 2. Development of Project Information Manual & Internal Procedures
   • Lead the development, review, and maintenance of the Project Information Manual (PIM), ensuring it reflects current Project governance, quality requirements, and procedural standards.
   • Develop and implement all internal Project procedures related to quality assurance, ensuring alignment with Project Quality Management System.
   • Ensure that all procedures are clearly communicated, accessible, and consistently applied across the Project team.
3. 3. Team Management
   • Lead and manage QA Engineers and Quality Coordinators, ensuring effective execution of QA activities.
   • Organize and develop the QA function within the Project Team, fostering a culture of quality and accountability.
   • Ensure implementation of the Project Quality Management System.
4. 4. Quality Surveillance Across Project Phases
   • Engineering: Ensure design deliverables meet quality standards and contractual requirements.
   • Procurement: Verify material requisitions, Subcontractor selection, inspection planning, and equipment/material fabrication.
   • Construction: Monitor Site activities for compliance with ITPs, method statements, and specifications.
   • Commissioning: Ensure systems are tested and verified in accordance with quality protocols.
   • Review and follow the EPCC Contractor’s Quality Gates Process to ensure engineering development aligns with Project quality assurance requirements.
5. 5. Quality Audit Planning & Execution
   • Develop and implement a Project Quality Audit Plan covering all phases and stakeholders.
   • Conduct scheduled and unscheduled quality audits on:
     • Internal Project Team
     • EPCC Contractor
     • Subcontractors

Profile

Bachelor's Degree in Engineering or a related technical discipline.
