Job summary

Tanqeeb is seeking an Organization Development & Workforce Planning Specialist to drive organizational design, strategic workforce planning and job evaluation across QSE. The role combines analysis with execution, maintaining workforce data, building manpower plans, and supporting HR policy development for senior management.

You will develop dashboards and reports in Excel and Power BI, monitor Qatarization targets, and ensure alignment with business strategy.

Qualifications

• Bachelor's degree in HR, Business Admin, or related field.
• Certification in job evaluation methodology or CIPD is advantageous.
• 7–10 years in organization development or workforce planning.
• Hands-on experience building annual manpower plans and forecasting headcount.
• Practical experience applying a recognized job evaluation methodology.
• Strong analytical skills and advanced Excel; experience building workforce dashboards and reports.
• Familiarity with Qatarization requirements and Qatar labor law.

About the Role

The Organization Development & Workforce Planning Specialist supports organizational design, strategic workforce planning and job evaluation across QSE, ensuring the structure, roles and headcount of the organization remain aligned with business strategy.

The role combines analysis with execution: maintaining workforce data and dashboards, building the annual manpower plan, evaluating and grading positions, and supporting HR policy development. It requires someone comfortable challenging assumptions with evidence and presenting recommendations to senior management.

KEY RESPONSIBILITIES

1. Organization Design

• Review and refine departmental structures to enhance operational effectiveness, advising on spans of control and organizational layers
• Contribute to structural change initiatives including reorganizations, new unit setups and role consolidations
• Maintain organizational charts and position records in line with approved design principles
• Draft and update job descriptions aligned with job families, for new roles and structural changes

2. Strategic Workforce Planning

• Build and maintain the annual manpower plan, translating business strategy and budget into headcount requirements
• Maintain and analyze workforce data including headcount, attrition, rotation, skills and contractor mix to forecast requirements and identify gaps
• Monitor pipeline health and flag resourcing risks to management
• Track and report on Qatarization targets and nationalization ratios

3. Job Evaluation & Banding

• Carry out detailed assessments of positions and compare roles to ensure consistency with the internal evaluation framework
• Manage job title changes and grade adjustments through the defined review and approval workflow
• Support the implementation of grade and band frameworks, ensuring documentation, systems and policies remain aligned
• Respond to grading queries and challenges from managers with evidence-based analysis

4. People Analytics & Reporting

• Develop and maintain workforce dashboards and reports using Excel and Power BI
• Report on organizational health indicators including span of control, layers and nationalization
• Prepare reporting for internal governance and external audits on workforce capability and capacity

5. Policy Support

• Research and benchmark HR policies against industry best practice
• Assist in drafting and updating policy documents, and maintain an organized policy repository with version control

Requirements

• Bachelor's degree in human resources, Business Administration, or a related field
• Certification in job evaluation methodology (Hay, Mercer IPE, Korn Ferry) or CIPD is an advantage
• 7–10 years in organization development, workforce planning, job evaluation or a related HR field
• Hands‑on experience building annual manpower plans and forecasting headcount against business strategy
• Practical experience applying a recognized job evaluation methodology
• Strong analytical skills and advanced Excel; experience building workforce dashboards and reports
• Familiarity with Qatarization requirements and Qatar labor law
