Qualifications

  • Bachelor’s degree in a relevant field.
  • Professional certification in Learning & Development, Talent Management, or Coaching such as CIPD or SHRM is desirable.
  • Minimum 10–12 years in Learning & Development, Talent Management, or Organizational Development in a large industrial or petrochemical organization.
  • At least 5 years in a managerial capacity leading corporate learning strategies and teams.

Responsibilities

  • Lead strategy, programs, and initiatives to attract, train, and retain national employees in line with Qatarization and long-term workforce planning.
  • Oversee talent management including high-potential identification, competency assessment, succession planning, and career development.
  • Design and manage comprehensive professional learning and training programs to enhance technical, functional, and leadership competencies with measurable impact.
  • Develop systems for knowledge sharing, competency-based learning, and development tracking.
  • Partner with business leaders, HR, and external providers to ensure high-quality program delivery and governance.
  • Align L&D initiatives with business strategy and performance objectives, using data to evaluate ROI.
  • Lead change management and capability-building to support organizational transformation and adoption of new systems.
  • Leverage LMS, e-learning tools, and analytics to modernize delivery and learner experience.
  • Drive cost reduction and efficiency improvements in learning services.

Job Scope:

The role is responsible for driving the company’s strategic agenda on people capability building through the effective management of Qatarization, Talent Management, and Professional Learning programs. The role ensures that learning initiatives and talent development frameworks are aligned with the organization’s long-term business objectives and workforce strategies, supporting the sustainable growth and competitiveness of the company.
This position will lead the design, implementation, and continuous improvement of learning and development systems, processes, and programs aimed at enhancing employee performance, leadership capability, and functional excellence. The role will also spearhead initiatives to attract, develop, and retain national talent in alignment with corporate Qatarization targets, ensuring a strong succession pipeline for key positions across the organization.
By fostering a culture of learning and continuous improvement, the Learning & Development Manager plays an important role in building a capable, engaged, and future-ready workforce that supports the organization’s transformation and growth.

Key Accountabilities
  • Lead the development and implementation of strategies, programs, and initiatives to attract, train, and retain national employees in alignment with the company’s Qatarization objectives and long-term workforce planning goals.
  • Oversee the talent management framework, including identification of high-potential employees, competency assessment, succession planning, and career development programs to ensure leadership continuity and organizational capability.
  • Design, implement, and manage comprehensive professional learning and training programs that enhance technical, functional, and leadership competencies across all levels of the organization, ensuring measurable impact on performance.
  • Promote a culture of continuous learning and professional growth by developing and maintaining systems and platforms for knowledge sharing, competency-based learning, and development tracking.
  • Partner with business leaders, HR, and external training providers to ensure high-quality program delivery, compliance with organizational policies, and consistent application of learning and development standards across all functions.
  • Ensure all L&D initiatives are aligned with the company’s business strategy, performance objectives, and future skill requirements, using data-driven methods to evaluate effectiveness and return on learning investments.
  • Lead change management initiatives that support organizational transformation, cultural alignment, and behavioral shifts required for business growth. Drive communication, engagement, and capability-building activities that enable smooth adoption of new systems, structures, and ways of working.
  • Leverage technology and digital learning platforms to modernize the delivery of learning programs, enhance accessibility, and improve learner experience. Oversee the integration of Learning Management Systems (LMS), e-learning tools, and analytics to measure learning effectiveness and support data-driven decision-making.
  • Drive cost reduction and process optimization to enhance team productivity and efficiency
Qualifications
  • Bachelor’s degree in relevant field from a reputed University.
  • Professional certification in Learning & Development, Talent Management, or Coaching (e.g., CIPD, SHRM, or equivalent) is desirable.
  • Minimum of 10–12 years of experience in Learning & Development, Talent Management, or Organizational Development within a large industrial or petrochemical organization.
  • At least 5 years in a managerial capacity with proven experience in leading corporate learning strategies, managing teams, and driving enterprise-wide development initiatives
