Job summary

Tandem Interim is recruiting a senior Governance & Policy Lead for a major transport-sector government programme in Doha, Qatar. This is a two-year onsite contract focusing on designing and improving the programme's governance and policy frameworks.

You will work with senior government stakeholders to align frameworks with ISO 37000 and national priorities, establish policies and accountability structures, and drive governance enhancements across the programme lifecycle.

Qualifications

• Extensive governance, regulatory policy or public-sector transformation experience.
• Delivery of governance operating models and accountability frameworks.
• Transport-sector experience or related large-scale programmes.

Responsibilities

• Develop RACI matrices, escalation procedures and change-control mechanisms.
• Establish governance for transport indicators, standards and their lifecycle.

Governance & Policy Lead

About :

We are supporting a client on a major transport-sector government programme in Doha. We are looking for a senior governance and policy specialist to lead the design and improvement of the programme's institutional governance and policy frameworks.

What you will be doing :

• Design governance frameworks, policy hierarchies, decision rights and accountability structures.
• Develop RACI matrices, escalation procedures and change-control mechanisms.
• Establish governance for transport indicators, standards and their lifecycle.
• Assess existing policies, identify gaps and recommend practical improvements.
• Align frameworks with ISO 37000 principles and relevant Qatar national priorities, including QNV 2030, NDS3 and NPC requirements.
• Facilitate discussions and approvals with senior government stakeholders.

Candidate profile :

• Extensive experience in institutional governance, regulatory policy or public-sector transformation.
• Demonstrated delivery of governance operating models, policies and accountability frameworks.
• Transport-sector experience, ideally with a transport ministry, authority or major consulting programme. Backgrounds across aviation, maritime, ports, rail, roads and wider transport infrastructure will be considered.
• Knowledge of ISO 37000 and experience working with government stakeholders and regulatory authorities.
• Strong written and spoken English; Arabic is an advantage.
