Tandem Interim is seeking a senior Stakeholder Engagement & Capacity Building Lead for a major transport-sector government program in Doha, Qatar. Qualifications

• 10+ years in stakeholder engagement, capacity building, change management or government relations.
• Experience delivering programs for transport ministries, government authorities or consultancies working in transport.
• Exposure to aviation, maritime, ports, rail, roads or wider transport infrastructure.
• A track record of designing and delivering training or knowledge-transfer programs.
• Confident working with senior government and regulatory stakeholders.
• Ability to relocate to or work from Doha; Arabic is a strong advantage.

Responsibilities

• Lead engagement with a wide range of stakeholders, including ministries, transport authorities, operators and private-sector partners
• Design and run workshops, consultations and governance forums to build alignment across entities
• Develop and deliver capacity-building and knowledge-transfer programs so government teams can sustain the program long term
• Lead communications and change management across the program
• Act as a trusted point of contact for senior government counterparts
