Job description

The Engineering Logistics Portal (ELP) Operator manages all Typhoon repairable assets that have failed at Forward and require tasking via the ELP process. The holder supervises assets as they pass through the Quality Gate, Engineering Tasking and Repair Scheduling, directly interfacing with the PartM engineer, Repairs Inventory Planner, and PartM Repair Scheduler.

Core Activities
  • Complete all ML2 and ML4 activities, documenting and maintaining them on the IMS system.
  • Support daily activities, including facilitation, deputation and review management.
  • Provide effective demand management for all ML2/ML4 activities, meeting delivery targets, and monitoring performance against contractual KPIs.
  • Identify, resolve or escalate shortfalls and issues, compiling reports to monitor trends and drive corrective action.
  • Ensure department procedures and processes are in place, maintaining a safe working environment.
  • Maintain relationships with all stakeholders and provide specialist advice to inventory planning, procurement, engineering, finance, line-bay maintenance, service providers and partners.
  • Analyse usage and transaction data to identify repetitive problems and support corrective action.
  • Facilitate urgency-hastening of required items and support team output to meet business, customer and contract requirements.
  • Create supply‑chain operations infrastructure and support continuous development of procedures.
  • Mentor QEAF staff joining the MOB Organisation from the Qatar Technical Institute.
  • Route all ML2/ML4 assets through the Engineering Portal for quality checks and repair scheduling.
  • Ensure repairs meet DF & P requirements, interfacing with supervisors and controllers.
  • Hold regular Repair Reviews to guarantee timely delivery to internal customers.
  • Use performance data and metrics to showcase successes and potential issues to senior management.
  • Maintain customer service levels, ensuring the QEAF Typhoon Fleet receives needed parts on time and to the highest quality.
  • Interpret supply‑chain data to identify repetitive problems and support corrective action.
Key Accountabilities
  • Provide effective asset management, meeting business objectives and delivering targets.
  • Monitor progress to identify trends and reduce impact on continuing airworthiness and contractual KPIs.
  • Resolve problems and, where necessary, escalates issues to the Supply Chain Operations Manager.
  • Ensure all asset‑management activities and transactions are appropriately documented and maintained on the IMS system.
  • Maintain compliance with QEAF CAME 145 MOE and associated Safety Management System.
  • Apply human‑factors, error management, risk and safety management within PartM and 145 maintenance areas.
  • Ensure demand‑management activities comply with PartM procedures and the Part145 Governance and Assurance framework.
  • Support audits and respond to findings in a timely manner.
  • Adhere to Statutory, Regulatory and Legislation requirements, demonstrating understanding of the Continuing Airworthiness Regulatory Framework.
  • Be aware of all applicable contractual requirements (e.g., ITAR, WOME) and incorporate changes into activities.
Qualifications
  • Knowledge of an operational supply chain in a Continuous Airworthiness Organisation, including protocols and procedures.
  • Ability to gather and interpret asset‑requirement information in a range of situations.
  • Strong relationships within maintenance operations and dependency functions such as procurement, engineering disciplines, partners, suppliers and customers.
  • Understanding of constraints and lead times associated with ML2/ML4 activity and prioritisation.
  • Basic functional awareness to be developed over the life cycle of the role, with continuous improvement, capability development and sustainment as integral to the role.
  • Analysis, planning, relationship‑building and problem‑solving skills, with proficiency in relevant IT systems.
  • Competence in Supply Chain/Maintenance operations, able to define processes, propose improvements and manage day‑to‑day operations.
  • Valid driving licence.
  • Institute of Supply Chain Management Level3 or equivalent (desirable but not essential).
