Job Description
TheDemand Forecast & Planning (DF&P) Operator is responsible for the provisionof demand forecasting, planning and optimisation of inventory requirements andusage. Ensure the supply chain maintains appropriate levels of repairable andconsumable assets to meet customer requirements. Manage, analyse and reportinventory spend against budget and forecasting forward spend projections.Responsible for maintenance and update of inventory forecasting system(s).Gathering information and analysis of data to aid demand forecasting.
Core Activity:
- Support the development,production and delivery of accurate inventory forecasts, using data analysisand scenario/options modelling to inform strategic decision making anddetermine the inventory requirements for the fleet.
- Support the development anddelivery of the DF&P capabilities(including IT infrastructure), ensuring alignment to current and futurebusiness strategies.
- Support the management ofinventory through planning, stock positioning, monitoring item condition andensuring product availability balancing service against budget.
- Support under supervision theability to minimise expenditure through the exploration of all alternativesources of supply. The ability to determine the most appropriate asset solution(repair, overhaul or provide spare). The ability to provide repair schedulingtasking into repair bay facilities.
- Support the maintaining offorecasting parameters to include calculation methods and parts classification(ABC Analysis). The ability to enact purchase order requests with appropriateand affordable supply chain solutions through an approval process.
- Support the planning of componentsinto maintenance to ensure compliance with the Operator Maintenance Programme,Mandated requirements, applicable technical instructions and capabilityembodiment programmes.
- Support the ability to define andmaintain forecasting parameters to include calculation methods and partsclassification (ABC analysis).
- Support the ability to enactpurchase order requests with appropriate and affordable supply chain solutionsthrough an approval process.
- Ensure both internal and external customers receive the level ofservice expected of business KPIs; specifically the QEAF Typhoon Fleet receiveswhat they need on time and to the highest quality.
- Conduct analysis and interpretation of Supply Chain data toidentify repetitive problems and inform appropriate stakeholders. Whereappropriate, support the implementation of any corrective action.
- Mentoring the QEAFstaff as they join the MOB Organisation from the Qatar Technical Institute.
Key Accountabilities:
- Performanceindicators – Provide effective provision of DF&P activities by meetingdelivery targets and reporting on any impact on Continuing Airworthiness,operational/process performance. Understand how individual actions contributeto overall delivery performance.
- Completionof activities – Ensure all DF&P activities are appropriately documented andairworthiness records are maintained on relevant systems (IT / paper based).Compile required reporting, identify any issues and escalation as appropriate.
- Procedure/standards – Comply with the MAI CAME, its associated procedures and standards, and anyother AM&S or company procedures and standards, as applicable. Identify andpropose changes, as required.
- SafetyManagement System – Ensure Human Factors and Error Management philosophies areapplied to all DF&P activities. Understand the risks associated with DF&Pand the means by which they are mitigated and managed.
- ManagementSystem Assurance –Ensure DF&P activities are compliant with the Governance and Assuranceframework, including supporting process confirmations and independent assuranceaudits. Support the response to audit findings in a timely and appropriatemanner and provide information into the relevant reviews. Support the implementation of identifiedimprovements to overcome any non-compliance and monitor effectiveness.
- Statutory/ Regulatory & Legislative requirements – Able todemonstrate an appropriate level of understanding and application of therelevant Continuing Airworthiness Regulatory framework. Support theimplementation of any Regulatory-driven changes into the DF&P activities.Ensure compliance with all other requirements, e.g. ITAR, EaPW, ISO, etc.
- ContractualRequirements –Ensure compliance with applicable contractual requirements, e.g. throughsupport to contract reviews and the incorporation of required changes into the DF&Pprocesses.
Requirements
Qualifications/FunctionalKnowledge:
- Regulatory Framework understanding and theability to manage this framework structure into the DF&P processes andactivities.
- Able to build strong relationships withCustomers, Part 145 Organisation(s), Order Book Management, OEMs, Suppliers andother key stakeholders.
- Demonstrate a good understanding of theplatform contract(s) terms of reference for those Direct and Indirect aspectsrelated to the headline KPIs.
- Demonstrate operational and commercialunderstanding of the fleet’s performance and business key performance metrics.
- Able to encourage/champion a ContinuousImprovement culture, and develop/enhance the underpinning management reportingsystems.
- Able to support the implementation of anefficient and cost effective DF&P strategy.
- Provide support to the DF&P team(s) onforecasting & planning related issues.
- Conduct analysis and interpretation ofSupply Chain data to identify repetitive problems and inform appropriatestakeholders.Where appropriate supportthe implementation of any corrective action.
- This person would be seen as competent inthe field of operational supply chain activities, be able to define theprocesses, propose improvements and manage those improvements into the day today running of the operation.
- Recent experience, to a levelappropriate for the role in support of Maintenance /after sales marketenvironments
- Valid Driving Licence
- Institute of SupplyChain Management Level 3, NVQ3 or its equivalent is desirable but notessential.
