Job Description

TheEngineering Logistics Portal (ELP) Operator will be responsible for themanagement of all Typhoon repairable assets which have failed at Forward andrequire tasking via the ELP process.

The post holder willsupervise of all assets as they pass through the Quality Gate, EngineeringTasking and Repair Scheduling. Directly interfacing with the Part M engineer,Repairs Inventory Planner and Part M Repair Scheduler.

Core Activities
  • Completion of activities – Ensure all ML2/ML4activities and transactions are appropriately documented and maintained on theIMS system.
  • Support daily activities includingfacilitation, deputation and management of reviews where necessary.
  • Provide effective demand management for allML2/ML4 activities by meeting delivery targets, monitoring and reviewingperformance against contractual KPI’s .
  • Ensure any shortfalls are identified, resolvedor escalated where necessary.
  • Support the team, and compile appropriatereporting mechanisms to identify any issues, resolve or elevate asappropriate. They will also be responsible for the facilitation, deputation andmanagement of reviews where necessary.
  • Ensure that department procedures andprocesses are in place and adopted to ensure safe working.
  • Management and maintenance of effectiveworking relationships with all stakeholders.
  • Liaison with (and provide specialist adviceand guidance to) inventory planning, procurement, engineering, finance andline/bay maintenance in order to overcome supply and demand problems, liaisonalso extends to service providers and partners.
  • Analysis and interpretation of usage andtransaction data to identify repetitive problems and inform appropriatestakeholders and where appropriate support the implementation of any correctiveaction.
  • Facilitate the progression and hastening ofurgently required items.
  • Support team members in generating therequired work output to meet all requirements of the business, customer andcontract.
  • Support the creation of the supply chainoperations infrastructure to deliver the contract.
  • Support the continuous development of theSupply Chain procedures ensuring a safe working environment.
  • Mentoring the QEAF staff as they join the MOBOrganisation from the Qatar Technical Institute in repair activities.
  • Ensure all ML2/ML4 assets routed through the EngineeringPortal for Engineering Quality Checks and Repair Scheduling.
  • All repairs carried out to meet DF&Prequirement.
  • Interface with the Store’s supervisor andcontroller, Part M engineer, Repairs Inventory Planner and Part M RepairScheduler.
  • Hold regular Repair Reviews to ensure thatitems are delivered back to the internal customers in line with theserequirements.
  • The post holder will be required to useperformance data and metrication to highlight successes and potential issues tosenior management.
  • Ensure bothinternal and external customers receive the level of service expected ofbusiness KPIs; specifically the QEAF Typhoon Fleet receives what they need ontime and to the highest quality.
  • Support the analysisand interpretation of Supply Chain data to identify repetitive problems andinform appropriate stakeholders. Where appropriate, support the implementationof any corrective action.
Key Accountabilities
  • PerformanceIndicators – Provide effective assetmanagement by meeting business objectives and delivering targets, monitoringprogress to ensure trends are identified and enacted upon to reduce impact oncontinuing airworthiness or contractual KPIs.Resolve problems where necessary and elevate issues to the Supply ChainOperations Manager as appropriate.
  • Completionof activities – Ensure all asset managementactivities and transactions are appropriately documented and maintained on theIMS system.
  • Procedure/Standards – Ensure the team are compliant with the QEAF CAME/ 145 MOE, andtheir associated
  • SafetyManagement System – Understand and apply humanfactors, error management, risk and safety management, within Part M and 145Maintenance areas.
  • Compliance& Assurance – Ensure demand managementactivities are compliant with the Part M procedures, in conjunction with thePart 145 Maintenance Governance and Assurance framework. Support any audits andrespond to any findings in a timely manner.
  • Statutory/ Regulatory & Legislation requirements – Able to demonstrate a detailed understanding and application of the ContinuingAirworthiness Regulatory Framework and ensure the organisation is advised ofany changes; ensure compliance with all other requirements, e.g. ITAR/WOME.
  • ContractualRequirements –Ensure personal and team awareness of all applicable contractual requirementsand incorporate any changes into activities as appropriate.
Requirements
  • Requires knowledge of an operational supply chain in a ContinuousAirworthiness Organisation, protocols and procedures.Understands where and how to gather assetrequirement information, and how to interpret this information in a range of situations.
  • Has strong relationships within maintenance operations and all itsdependency functions e.g. procurement, engineering disciplines, partner,supplier and customer organisations.
  • Must understand constraints and lead times associated with ML2/ML4activity and the importance of prioritisation.Working with the appropriate stakeholders to ensure as much up frontplanning is done in a proactive manner to avoid any unnecessary prioritydemands.
  • Requires a basic functional awareness that will be developed over thelife cycle of the role. Continuous improvement, capability development andsustainment are also an integral part of the role.
  • Requires analysis and planning skills along with key relationshipbuilding and problem solving skills, able to use appropriate IT systems.
  • This person would be seen as competent in Supply Chain/Maintenanceoperations working as a joint team and be able to define the processes, proposeimprovements and manage those improvements in the day to day running of theoperation.
  • Valid Driving Licence
  • Institute of SupplyChain Management Level 3 or its equivalent is desirable but not essential.
