Job summary

UrbaCon Contracting & Trading Company - Qatar is seeking a Project Controls Director to lead planning, cost control, and performance analysis across major power plant EPC projects. You will manage schedules, budgets, risks, and reporting, ensuring delivery on time and within contractual requirements.

The role requires extensive EPC experience in thermal and renewable power projects, with leadership of multidisciplinary teams and strong client/stakeholder engagement, especially in the Middle East

Qualifications

• Bachelor's degree in engineering, construction management, or related field; master's preferred.
• Professional certifications: PMP, PSP, AACE or equivalent preferred.

Responsibilities

• Plan and implement integrated project schedules with baselines and recovery plans.
• Establish cost control systems, budgets, forecasts, and variances.
• Provide progress measurement, earned value analysis, and executive reports.
• Lead risk and change management, including EOT claims support.
• Lead multidisciplinary Project Controls teams and coordinate with stakeholders.

Job description

Project Controls Director Position Summary The Project Controls Director is responsible for leading and managing all project control functions across large-scale Power Plant construction projects, including planning, scheduling, cost control, progress measurement, reporting, risk management, and performance analysis. The role ensures projects are delivered safely, on schedule, within budget, and in accordance with contractual and client requirements. The successful candidate will have extensive EPC experience in thermal power plants, combined cycle power plants, gas-fired power plants, renewable energy projects, substations, and associated infrastructure.

Key Responsibilities

• Planning & Scheduling Lead the development and implementation of integrated project schedules. Establish project baselines, milestones, critical paths, and recovery plans. Monitor schedule performance and identify potential delays. Ensure compliance with EPC contract requirements and project execution plans. Direct planning teams across engineering, procurement, construction, and commissioning phases.
• Cost Control & Budget Management Establish project cost control systems and procedures. Monitor project budgets, commitments, accruals, and forecasts. Analyze cost variances and recommend corrective actions. Review monthly cost reports and cash flow forecasts. Support project management in achieving commercial objectives.
• Progress Measurement & Reporting Implement project performance measurement systems. Ensure accurate project progress tracking and earned value analysis. Prepare executive management reports and dashboard presentations. Present project status updates to clients and senior management.
• Risk & Change Management Lead schedule risk assessments and mitigation planning. Monitor project changes, variations, and claims impact. Evaluate schedule and cost implications of project changes. Support commercial teams on extension of time (EOT) claims and dispute resolution.
• Leadership & Stakeholder Management Lead multidisciplinary Project Controls teams. Mentor and develop planners, cost engineers, and reporting specialists. Coordinate with clients, consultants, subcontractors, and project stakeholders. Drive project control best practices across all project phases.
• Systems & Performance Management Ensure effective utilization of Primavera P6 and project control software. Implement KPI reporting and project performance monitoring frameworks. Develop project control procedures aligned with international standards. Promote digital reporting and data-driven decision-making.

Minimum Qualifications

Bachelor's Degree in Engineering, Construction Management, Project Management, or related discipline. Master's Degree is an advantage. PMP, PSP (Planning & Scheduling Professional), AACE, or equivalent certifications preferre

Experience Requirements

Minimum 20 years of Project Controls experience within EPC, Power, Energy, or Industrial projects. Minimum 10 years in a senior leadership position managing large Project Controls teams. Proven experience on large-scale Power Plant construction projects valued above USD 500 Million. Strong experience in Combined Cycle Power Plants (CCPP), Gas Power Plants, Thermal Power Plants, or Renewable Energy Projects. Experience working for leading EPC contractors.
