• Coordinate across internal departments and external entities to ensure alignment and timely delivery.
• Identify and mitigate operational risks and escalations; implement corrective actions.
• Prepare executive reports and dashboards for senior management.
• Support governance, operating model improvements and process optimization.
• Oversee innovation plans and coordinate related workshops.
• Organize project meetings and document decisions, actions, and deadlines.

Job Summary

We are seeking an experienced Transformation & Development Project Manager to lead and coordinate institutional development, innovation, digital transformation, and government transformation initiatives. The successful candidate will be responsible for managing strategic and operational projects, monitoring implementation plans and performance indicators, coordinating cross-functional stakeholders, managing operational risks, and preparing executive reports and presentations for senior management. Experience within government or quasi-government organizations, Qatar, or the wider GCC region is preferred.

Key Responsibilities

1. 1. Transformation & Project Management Manage and follow up on institutional development, innovation, and government transformation initiatives. Lead projects and initiatives from planning through implementation and closure. Develop implementation plans, milestones, timelines, and deliverables. Monitor project progress and ensure alignment with approved strategic objectives. Track project performance indicators and identify deviations.
2. 2. Strategic & Institutional Development Support strategic transformation and institutional development programs. Contribute to improving organizational operating models and business processes. Identify development and improvement opportunities. Support operational studies and gap analysis initiatives. Develop recommendations to improve institutional effectiveness and service delivery.
3. 3. Digital Transformation & Government Services Follow up on digital transformation projects and initiatives. Support the development and enhancement of government services. Identify opportunities to improve customer/user experience. Coordinate with technology and digital teams to ensure successful implementation of transformation initiatives. Monitor digital initiatives against approved objectives and performance indicators.
4. 4. Stakeholder & Cross-Functional Coordination Coordinate with internal departments and external entities to ensure successful initiative implementation. Work closely with: Senior Management Department Heads IT & Digital Transformation Teams Data & Information Teams Consultants Government Entities External Partners Facilitate communication and coordination between stakeholders. Resolve cross-functional issues and dependencies.
5. 5. Risk & Issue Management Identify and assess operational risks associated with projects and transformation initiatives. Develop risk treatment and mitigation plans. Monitor project challenges, issues, and dependencies. Escalate critical risks and issues to appropriate management levels. Ensure appropriate corrective actions are implemented.
6. 6. Performance Management Establish and monitor project and initiative KPIs. Track milestones, deliverables, timelines, and performance indicators. Support the development of performance measurement mechanisms. Identify performance gaps and recommend corrective actions. Provide regular progress updates to management.
7. 7. Executive Reporting & Presentations Prepare executive reports and presentations for senior management and committees. Develop analytical reports and management dashboards. Consolidate project status, risks, KPIs, milestones, and achievements. Present project and transformation updates to senior stakeholders. Prepare analytical materials to support management decision-making.
8. 8. Governance & Operational Excellence Support the development and implementation of operational governance mechanisms. Improve project and initiative governance frameworks. Contribute to developing institutional procedures and operating models. Ensure initiatives are integrated with organizational objectives. Support continuous improvement and operational excellence activities.
9. 9. Innovation Management Follow up on institutional innovation plans and initiatives. Ensure innovation initiatives align with strategic and organizational objectives. Coordinate innovation-related workshops and activities. Monitor implementation progress and identify opportunities for improvement.
10. 10. Workshops & Meetings Organize and facilitate workshops related to transformation and strategic development. Lead project meetings with internal and external stakeholders. Document decisions, actions, responsibilities, and deadlines. Follow up on agreed actions and ensure timely completion.

Required Qualifications

Education Bachelor's degree in:Engineering Business Administration Public Administration Information Systemsor a closely related specialization. Master's degree in Project Management, Strategic Management, Institutional Transformation, or MBA is preferred.
