Job summary

Tanqeeb in Doha, Qatar, seeks an experienced Application Development Officer – Oracle HRMS to lead hands-on development and support of Oracle EBS HRMS modules (R12.2.x) with PL/SQL, OAF and Workflow. The role collaborates with HR, Payroll and IT to implement customised solutions and ensure smooth monthly cycles.

The ideal candidate combines technical prowess with functional knowledge of Core HR, Payroll and OTL, and brings strong communication to coordinate with business stakeholders.

Qualifications

• Bachelor's degree in Computer Engineering or related technical discipline from a reputable university.
• Minimum 8 years of techno-functional experience with Oracle E-Business Suite R12.2.x HRMS, including Core HR, Payroll & OTL.
• Strong hands-on expertise in PL/SQL, Oracle Application Framework (OAF) and Oracle Workflow, including development, customization, troubleshooting and application support.
• Strong understanding of Oracle HR and Payroll processes, with experience in XML Publisher and Fast Formula.
• English proficiency mandatory; Arabic and GCC experience advantageous.

Responsibilities

• Develop, customize, enhance and support Oracle EBS R12.2.x HRMS applications using PL/SQL, OAF, Oracle Workflow, XML Publisher and Fast Formula.
• Provide hands-on techno-functional support across Core HR, Payroll and OTL, coordinating with Payroll teams during monthly cycles.
• Analyze business requirements and translate them into technical solutions, workflows, reports and enhancements.
• Support integrations and data flow between HRMS, Finance, SCM and third-party systems with testing and debugging.
• Ensure developments comply with data security, governance and technical standards, with proper documentation.

About the Role

We are seeking an experienced Application Development Officer – Oracle HRMS with strong techno-functional expertise in Oracle E-Business Suite R12.2.x HRMS. This is a hands-on development role requiring strong technical expertise in PL/SQL, Oracle Application Framework (OAF) and Oracle Workflow, combined with practical functional knowledge of Core HR, Payroll and Oracle Time & Labor (OTL). The successful candidate will work closely with HR, Payroll and other business functions to develop, enhance and support critical enterprise applications.

Key Responsibilities

• Develop, customise, enhance and support Oracle EBS R12.2.x HRMS applications, using PL/SQL, OAF, Oracle Workflow, XML Publisher and Fast Formula.
• Provide hands‑on techno‑functional support across Core HR, Payroll & OTL, including close collaboration with Payroll teams during monthly processing cycles and timely resolution of production issues.
• Analyse business requirements and translate them into effective Oracle technical solutions, customisations, workflows, reports and application enhancements.
• Support integrations and reliable data flow between HRMS, Finance, SCM and third‑party systems, including troubleshooting, testing and debugging of application and integration issues.
• Ensure application developments comply with data security, corporate governance and technical standards, while maintaining appropriate documentation and working closely with business and technical stakeholders.

What We Are Looking For

• Bachelor’s degree in Computer Engineering or a related technical discipline from a reputable university.
• Minimum 8 years of techno‑functional experience with Oracle E-Business Suite R12.2.x HRMS, including hands‑on experience with Core HR, Payroll & OTL.
• Strong hands‑on expertise in PL/SQL, Oracle Application Framework (OAF) and Oracle Workflow, including development, customisation, troubleshooting and application support.
• Strong practical understanding of Oracle HR and Payroll processes, with experience in XML Publisher and Fast Formula; strong analytical, communication and stakeholder‑management skills are also required.
• Current or recent hands‑on project experience with the required Oracle technologies is essential. English proficiency is mandatory; Arabic and previous experience within the Qatar/GCC environment are advantageous.
