A leading nanotechnology research institute in Braga, Portugal is seeking a Project Implementation Officer to support semiconductor-related initiatives. This role involves building relationships with industry stakeholders and public authorities, ensuring alignment with policies. Candidates should possess a Master's Degree in a relevant field and have at least 5 years of experience in the semiconductor ecosystem. Overview

The Business Strategic and Relations (BSR) department is seeking a Project Implementation Officer, with sound knowledge of ecosystem building and engagement to support the implementation and growth of its semiconductor‑related initiatives under the CHIPS Joint Undertaking (CHIPS JU). This role will be central to building, structuring, and activating a strong semiconductor ecosystem, fostering effective collaboration between industry, research, and public authorities at Regional, National, and European levels.

The Project Implementation Officer will contribute to strengthening INL’s positioning within the European semiconductor landscape, ensuring strong industrial engagement and alignment with European and national policy priorities.

Job Duties

The job duties will be the following:

• Build, manage, and expand relationships with industrial stakeholders, including large companies, SMEs, and start‑ups across the semiconductor value chain.
• Act as a key interface between INL and public authorities, Intergovernmental Organisations, clusters, innovation agencies, and policy bodies at Regional, National, and European levels.
• Support the deployment and operation of CHIPS JU‑related infrastructures, including the Chip Competence Centre, Design Platform, and Pilot Lines, ensuring strong ecosystem uptake and industrial relevance.
• Facilitate collaboration between industry and INL’s scientific and technological teams, promoting access to infrastructures, services, and expertise.
• Contribute to the preparation, implementation, and monitoring of National and European funded projects, particularly under CHIPS JU and related programmes.
• Represent INL in ecosystem‑building activities, strategic meetings, brokerage events, and international networking forums.
• Support alignment between ecosystem needs, industrial roadmaps, and European semiconductor policies and initiatives.
• Monitor trends, gaps, and opportunities within the semiconductor ecosystem to inform INL’s strategic planning and engagement activities.

Mandatory Qualifications

Education

• Master Degree in Electronic Engineering, Physics, Semiconductor Technologies, Materials Science, Advanced Materials, or a closely related field.

Experience and Technical Skills

• Minimum of 5 years of professional experience in the semiconductor, microelectronics, advanced technologies, or related innovation ecosystems.
• Experience working with Intergovernmental Organisations, European institutions, or policy‑driven programmes.
• Familiarity with European funding instruments (e.g., Horizon Europe, CHIPS JU, Digital Europe).
• Experience linked to technology infrastructures, pilot lines, or applied R&D environments.
• Demonstrated experience in industry–research collaboration.
• Experience in National and/or European funded projects.
• Solid understanding of the semiconductor ecosystem and value chain.
• Strong stakeholder management and relationship‑building skills across industry and public sector.

Other Valued Qualifications

• PhD in a relevant technical or scientific field is a plus.
