Seeking an experienced Pre-Commissioning Manager to lead and oversee all pre-commissioning. The successful candidate will serve as the key interface between the EPCM contractor, project teams, and commissioning organization, ensuring systems are safely and efficiently progressed from construction through mechanical completion and handover to commissioning.
This role is focused on leadership, coordination, planning, and execution management rather than disciplinespecific technical expertise. The Pre-Commissioning Manager will work closely with the EPCM contractor, owner team, and readiness organization to ensure a seamless transition from construction to commissioning, startup, and commercial operation.
RESPONSIBILITIES
- Lead the planning, coordination, and execution of all pre-commissioning activities from construction completion through mechanical completion.
- Oversee EPCM contractor pre-commissioning performance, ensuring activities are executed safely, effectively, and in accordance with project schedules and objectives.
- Manage and provide direction to project-based pre-commissioning teams, establishing clear priorities, responsibilities, and reporting structures.
- Coordinate closely with Project Managers, Construction Managers, Operations, Maintenance, and Readiness Teams to ensure project readiness objectives are achieved.
- Ensure timely progression of systems and subsystems through mechanical completion, testing, preservation, and handover processes.
- Work within the EPCM contractor's established pre-commissioning systems and methodologies while influencing process improvements where appropriate.
- Drive resolution of technical, organizational, and schedule-related issues that may impact pre-commissioning execution.
- Liaise with licensors, vendors, catalyst suppliers, and specialist contractors to support successful project delivery.
- Develop and monitor key pre-commissioning metrics, milestones, risk registers, and progress reporting.
- Ensure all pre-commissioning documentation, turnover packages, punch lists, and handover dossiers are completed and verified.
- Facilitate the transition of responsibility from the EPCM contractor to the owner organization following mechanical completion.
- Maintain close alignment with the Commissioning Manager to ensure a seamless handover into commissioning and startup activities.
REQUIREMENTS
- Degree or equivalent qualification in Engineering or a related technical discipline.
- Additional commissioning or project management qualifications are advantageous.
- Experience in renewable fuels, HVO, hydrogen, or energy transition projects is beneficial but not essential.
- Proven experience as a Pre-Commissioning Manager, Commissioning Manager, Startup Manager, or similar leadership role on large industrial projects.
- Strong background within downstream oil & gas, refining, petrochemical, or process industries.
- Demonstrated experience working with EPC/EPCM contractors during project execution.
- Experience managing mechanical completion, system handovers, readiness activities, and pre-commissioning execution.
- Track record of leading multidisciplinary teams in a site-based environment.
- Strong understanding of construction, mechanical completion, pre-commissioning, commissioning, and startup interfaces.
- Experience using structured commissioning and handover management systems.
- Ability to adapt to contractor-led systems, processes, and methodologies.
