Following my Order issued on 16 july 2025, by delegated power under Ordinance no. 9493/2022 published in the Official Gazette (Diário da República), 2nd series, no. 148 of 02 August, this call for applications is published for one position of Associate Professor to the disciplinary area of Civil Engineering at the Faculty of Engineering of the University of Porto. The application procedure will remain in force for a period of thirty business days as from the date immediately following the publication of this Notice in the Official Gazette.
1. Applicable legal provisions
Articles 37 to 51, 61 and 62-A of the University Teaching Career Statute (ECDU – Estatuto da Carreira Docente Universitária), republished in Decree-Law 205/2009 of 31 August, and amended by Law no. 8/2010 of 13 May, and the Regulations for the Recruitment of Full, Associate and Assistant Professors of the University of Porto (abbreviated to Regulations), approved by Order no. 12913/2010, published in the Official Gazette, 2nd Series, no. 154 of 10 August, and the Amendment Resolution (excerpt) no. 380/2019, published in the Official Gazette, 2nd Series, no. 64 of 1 April 2019 .
2. Eligible candidates
Hold a doctoral degree for more than five years, counting from the day before the deadline for submitting applications, under the terms of article 41 of the University Teaching Career Statute (ECDU).
Holders of academic degrees awarded by foreign higher education institutions must hold recognition of the doctoral degree under the terms of Decree-Law No. 66/2018, of August 16, in its current wording, by the deadline established for the conclusion of the contract
3. Approval on absolute merit
3.1 - If there are no grounds for rejecting the applications, the Jury will decide whether to approve them on absolute merit by justified roll-call vote, with no abstentions allowed.
3.2 - A candidate approved by an absolute majority of the Jury's voting members will be considered approved on absolute merit.
3.3 - Candidates will be considered to have been approved on absolute merit if they have an overall curriculum vitae that the Jury finds have scientific and pedagogical merit, research capacity, and activity compatible with the subject area for which the competition was opened and appropriate to the respective teaching category, as documented in the respective information submitted for the contest.
3.4 For the purposes of the assessment referred to in the previous point, a favourable vote must be based on the cumulative compliance with the following circumstances or requirements of a qualitative and quantitative nature:
a) The candidate holds a PhD degree in the disciplinary area of Civil;
b) The candidate must have a curriculum whose merit the members of the jury consider to be of a scientific and pedagogical level, research capacity and developed activity, compatible with the disciplinary area and category for which the competition is open;
c) The candidate must have a minimum of 15 articles published in international journals indexed in the Main Collection of the Scopus or Web of Science databases and an h-index of 8.
4. Evaluation and ranking on relative merit
After the candidate’s approval in absolute merit is completed, the ranking on relative merit will be carried out based on the aspects and criteria for ranking, their respective weighting, and the final evaluation system in accordance with no. 6 of Article 50.º of the ECDU and Article 15.º of the Regulations of the Recruitment of Full Professors, Associate Professors and Assistant Professors of the University of Porto.
Candidates approved on absolute merit are subject to a curricular assessment, taking into account the general functions assigned to university professors by article 4 of the ECDU, focusing on the aspects and respective criteria identified below.
4.2 - Assessment aspects
Without prejudice to the minimums identified in the paragraphs of point 3.4 of this notice, the evaluation of candidates focuses on the following aspects and project, and must highlight the curricular aspects in the disciplinary area for which the competition was opened, with special emphasis on the sub-area of Hydraulics, Water Resources and the Environment:
a) Scientific merit (VMC) – 30%;
b) Experience and Pedagogical merit (VEMP) – 25%;
c) Extension tasks, and economic and social valorisation of knowledge (VTC) – 30%;
d) University Management (VGU) – 5%;
e) Scientific and Pedagogical Project – 10%.
4.3 - Assessment criteria
The criteria to be taken into consideration in the assessment of each of the assessment aspects and project identified in the previous point and the weighting to be given to each of them in the final classification are as follows, without prejudice of the minimum requirements stated in point 3.4, if applicable:
4.3.1 Criteria for evaluating the Scientific Merit (VMC) – 30%
4.3.1.1. VMC1 - Scientific production
Quality and quantity of scientific production (e.g., books, articles in journals, publications in conference proceedings), expressed by the number and type of publications and the recognition given to them by the scientific community (reflected in the quality of the publication venues - Impact Factor and CiteScore - and the references made to them).
4.3.1.2. VMC2 - Coordination and participation in scientific projects
Quality and quantity of scientific projects funded on a competitive basis by public funds, through national or international agencies or by companies, where the candidate has participated, and the results obtained in them, emphasizing project coordination. When assessing the quality, the funding obtained, the degree to which the competition was demanding, the projects' evaluations, and the prototypes and patents generated, mainly if they resulted in products or services, will be considered.
4.3.1.3. VMC3 - Setting up scientific teams
Ability to generate, organize and lead scientific teams, as well as to supervise researchers in post-doctoral, doctoral and master projects.
4.3.1.4. VMC4 - Involvement in the scientific and professional communities
Capacity to intervene in the scientific and professional communities, expressed namely through collaboration in journal editing, through the presentation of invited lectures and participation in academic juries, as well as by the participation in scientific committees of prestigious conferences and on activities with recognized impact, namely through the awarding of prizes or other distinctions.
4.3.2 Criteria for assessing Pedagogical Experience and Merit(VMP) – 25%
4.3.2.1. VMP1 — Coordination of pedagogical projects
Coordination and promotion of new pedagogical projects (e.g., development of new curricular unit programmes, creation and coordination of new courses or study programmes, etc.), or modification and improvement of existing projects (e.g., reformulation of existing curricular unit programmes, participation in the reorganisation of existing courses or study programmes), implementation of projects with an impact on the teaching/learning process, as well as participation in accreditation or certification processes.
4.3.2.2. VMP2 — Production of teaching material
Quality and quantity of pedagogical material produced by the candidate, as well as publications of a pedagogical nature in prestigious international journals or conferences.
4.3.2.3. VMP3 — Teaching activity
Quality of the teaching activity carried out by the candidate using, whenever possible, objective methodsbased on broad collections of opinions (pedagogical surveys).
4.3.3 Criteriafor evaluation of the Tasks of UniversityExtension and Economic and Social Valorisation of Knowledge(VTC) – 30%
4.3.3.1. VTC1 — Patents, registration and ownership of rights, development of technical standards and legislation
Authorship and co-authorship of patents, registration of intellectual property rights for software, mathematical methods, and rules of mental activity. Participation in drafting legislation and technical standards.
4 .3.3.2. VTC2 — Consultancy services and study and development contracts
Coordination and participation in consultancy activities and/or study and development activities involving the business and public sectors. Participation as an expert in panels and evaluation processes for research and technological development (R&TD) projects in companies and/or organisations in the scientific and technological system (SCT). Coordination and participation as a teacher in professional training or technological specialisation courses aimed at companies or to the public sector. The assessment of this criterion should also take into account the economic value of the research results achieved, measured by the development and technology transfer contracts to which they have given rise and the spin-off companies to whose creation they have contributed.
4.3.3.3. VTC3 — Dissemination of science and technology
Coordination and participation in initiatives to disseminate science and technology to the scientific community (e.g., organisation of congresses and conferences) and to various audiences. Scientific and technological dissemination publications.
4.3.4. Criteria for assessing the University Management(VGU) – 5%
Assessment of the candidate's participation in scientific, pedagogical or institutional management activities
4.3.5.Criteria for assessing the Scientific-Pedagogical and Extension Project (PCP) - 10%
It assesses the consistency, viability and impact of the scientific/pedagogical and extension program in terms of research and development, teaching and university extension in the components of economic and social valorisation of knowledge.
5 — Working methodology of the jury
5.1 — Scoring of candidates
Each member of the jury makes a reasoned assessment, scoring each candidate in relation to each aspect, on a scale of 0 to 100 points, taking into account the criteria approved for each aspect, with a level of demand adjusted to the category so the competition is open.
5.2 Public Hearing
The jury has the possibility to hold a public hearing under equal circumstances for all candidates with the purpose of personally clarifying the evaluation elements contained in the documentation submitted by them.
Should it be necessary to hold these public hearings, they shall take place between the 30th and the 70th day following the deadline for submission of candidacy, and all candidates shall be informed by email, at least ten working days in advance, of the date and place where these public hearings shall take place.
5.3 Final Score
The Final Score (RF) of the evaluation of each candidate by each member of the jury is calculated using the formula for weighting the various curricular aspects:
RF= (0,30*VMC) + (0,25*VEMP) + (0,30*VTC) + (0,05*VGU) + (0,10*VPCP)
which reflects the weights associated to each dimension.
Following its evaluative exercise, each member of the jury shall build its orderly list of candidates, with which it shall participate in the votes leading to the decision to approve candidates on absolute merit and the final ordering of the candidates in accordance with point 4, without the possibility of a tie between candidates in the final classification.
5.4. Deliberations of the Selection Committee
5.4.1. Any decision results from no. 12 of Article 17, of the Regulations, applicable under Article 83-A of the ECDU, which determines its approval with a view to implementing the rules of that legal diploma, covering the procedural requirements of the calls for applications, namely the system of evaluation and final classification.
Consequently, under the terms of article 17, n. 12 of the aforementioned Regulations, the Selection Committee will deliberate by means of a nominal vote based on the selection criteria adopted for the admission, selection and ranking of the candidates. An absolute majority is required for any deliberation; from which abstentions are not permitted.
5.4.2.Ranking methodology
In the different votes, each member of the Selection Committee must respect his/her ranking list, observing the following in each vote:
6. Submission of applications
6.1. Delivery of applications
Applicants must access and register on the electronic platform www.apply.up.pt in order to submit their application, selecting the procedure to which they intend to apply (Procedure Code DOCPUB-FEUP-25-11).
6.2. Required application procedures and documents
The application must include all the following documents:
Doctoral degree certificate, except in cases where the PhD degree was obtained at the University of Porto.
The applicant selected for the position to be filled who holds a doctoral degree obtained abroad must present the recognition or registration (as applicable) of their degree at the time of the signing of the contract, pursuant to Decree-Law No. 66/2018 of 16 August, under penalty of exclusion.
b) Curriculum Vitae, containing all information relevant for the assessment of the application, as well as for demonstrating compliance with the criteria set out in point 3 of this notice, taking into account the evaluation and ranking criteria established in point 4.3 of this notice regarding the areas and parameters of assessment;
c) One copy of each of the works and supporting documents of the activities mentioned in the submitted curriculum, enabling verification and evaluation of the criteria set out in points 3.4 and 4.3 of this notice.
Additionally, applicants may highlight in the submitted curriculum up to ten of these works/activities which they consider to be the most representative of the activity they have carried out, indicating the reasons justifying the emphasis given to the selected documents;
d) A file containing the scientific, pedagogical, and outreach project for the disciplinary area and subarea to which this competition refers, with a maximum length of 20 A4 pages (Arial font, size 11, line spacing 1.2, and margins of 2.0 cm).
6.3. Each of the documents listed in point 6.2(c) of the notice of the call, should be submitted in an individual file and in full in the Sigarra system. The documents can be integrated into folders with compressed format (zip, rar, 7z) being, however, necessary to consider the system limit for upload, which is set at a maximum of 720MB per file or compressed folder. Each application may submit several files or zipped folders, each with a limit of 720 MB, and there is no limit to the total number of files/zipped folders submitted.
6.4. For the purposes of evaluating applications, any documents whose access is provided through links will not be considered, with the exception of those that refer to publications with DOI, maintaining, however, the requirement for submission of these same documents in the Sigarra system, as defined in point 6.3. above.
6.5. The documents mentioned in item 6.2 should be submitted preferably in a non-editable format.
6.6. Failure to comply with the provisions of 6.1 above will result in exclusion from the application.
6.7. Failure to submit or late submission of the documents mentioned in 6.2 a) to d) above shall result in rejection of the application.
7. Notification of the results and requests for a prior hearing
7.1. The Human Resources Service of the Common Resources and Services Centre of the University of Porto will notify the candidates of the administrative ranking of admission or non-admission to the call, which will be based on the fulfilment or non-fulfilment of the conditions established in the legislation in force and in paragraph 2 of this Notice, and the conditions established regarding the application instructions referred to in paragraph 6.2.
7.2. The candidates who have not been admitted administratively, or have not been approved on absolute merit, as well as candidates who appear on the ranked list of candidates in positions that do not allow them to fill the post announced, may request a prior hearing under the terms of Articles 121 and 122 of the Code of Administrative Procedures. All candidates are notified of the final resolution approved by the Rector.
7.3. Notifications are made through publication on the Apply UP electronic platform, pursuant to subparagraph d) of paragraph 1 of Article 112 of the Code of Administrative Procedure (CPA), producing their effects in accordance with Article 113 of the CPA.
The deadline for candidates to comment in writing is ten working days.

9.Other provisions
The Joint Order n. 373/2000, of 31 March, issued by the Minister for Reform of Government and Public Administration and the Minister for Equality, determines that the following mention must be included in entry and access calls for applications:
