Job summary

Descon in Lahore, Pakistan, seeks an experienced Proposal Engineer to prepare technically sound, competitive, and commercially viable proposals. You will collaborate with internal engineering, procurement, and project management teams, ensuring compliance with client specs, risk criteria, and submission deadlines.

You will coordinate inputs, cost estimates, and bid-level risk assessments while finalizing proposal documentation and handing over to Business Development within deadlines.

Qualifications

• Bachelor’s degree in Engineering (Mechanical, Chemical or Electrical) is required.
• 3–5 years of experience in Oil & Gas / EPC sector preferred.
• Advanced MS Office skills (Excel, Word, PowerPoint, Project).

Responsibilities

• Formulate bid preparation strategies and resource planning to ensure high-quality, competitive submissions.
• Coordinate cross-functionally with Engineering, Procurement, PMD, and business unit heads to gather inputs and cost estimates.
• Identify bid-level risks and build contractual safeguards to mitigate long-term organizational liability.
• Compile and finalize complete proposal documentation aligned with ITB (Invitation to Bid) guidelines and company standards.
• Hand over finalized bids to the Business Development team within stipulated timelines.
• Assist the Head of Department with proposal budgeting, variance tracking, and overall department targets.
• Liaise with vendors, subcontractors, financial institutions, and regulatory bodies as required during the proposal lifecycle.
