Job summary

Descon Engineering Ltd in Lahore seeks a dynamic Head of Proposals to lead end-to-end review and development of design engineering proposals for oil and gas, petrochemical and related industrial projects. This executive role owns proposal quality, competitiveness and profitability, driving winning strategies across LSTK, LTAs and Direct Hire agreements.

You will lead proposal leadership, commercial strategy and risk governance, mentor teams to ensure QA/QC and QHSE standards, and engage clients

Qualifications

• Bachelor’s or Master’s degree in Chemical, Mechanical, or Process Engineering.
• Minimum of 15+ years of relevant experience in proposal development, design engineering, and bid management within petrochemical or oil & gas domains.

Responsibilities

• Lead the end-to-end review of engineering proposals, validating scope, design bases, deliverables and man-hour estimates for technical accuracy.
• Formulate winning bid strategies in collaboration with Business Development, Finance and Engineering leadership; assess margins, pricing assumptions and long-term impact.
• Evaluate strategic fit, commercial returns and delivery feasibility to recommend bid/no-bid actions to executive management.
• Identify contractual, commercial and technical risks early; collaborate with Legal and Contracts to define assumptions, exclusions and mitigation plans.
• Lead technical and commercial discussions with clients during bid stages; ensure cross-functional alignment across all business functions.
• Mentor and develop proposal and design teams while ensuring adherence to DIMS, QA/QC and QHSE standards.

In this executive-level role, you will take full ownership of proposal quality, competitiveness, and profitability while driving winning strategies across LSTK, LTA, and Direct Hire agreements.

Key Responsibilities

• Proposal Leadership: Lead the end-to-end review of engineering proposals, validating scope, design bases, deliverables, and man-hour estimates to ensure high technical accuracy.
