Job summary

Global Roles is seeking a Project Engineering Analyst to plan, design, implement and monitor civil works for the Flood Recovery Programme in Pakistan. You will conduct feasibility studies, prepare designs and cost estimates, support procurement and oversee construction with a focus on quality and timeliness.

Qualifications

  • Advanced university degree (master's degree or equivalent) in Civil Engineering, Architecture or related field is required.
  • Or a first-level university degree with an additional two years of qualifying experience may be considered.
  • English and Urdu are required; Pashto is desirable.

Responsibilities

  • Develop, implement, monitor and update project plans to meet scope, budget and schedule.
  • Support planning and design of civil/solar works and infrastructure per UNDP policies.
  • Conduct field assessments and quality assure site assessment reports.
  • Prepare feasibility studies, designs, drawings, cost estimates and Bills of Quantities.
  • Conduct environmental, occupational and safety assessments and develop risk mitigation strategies.
  • Prepare procurement documents including Terms of Reference and Bills of Quantities.
  • Coordinate bidding, procurement, and evaluation with procurement units.
  • Manage contractors and oversee contract execution with compliance to documentation and timelines.
  • Oversee third-party engineering supervision of construction works.
  • Develop variation orders and contract amendments; certify progress and completion.
  • Review and certify contractor invoices; perform final inspections and project completion reporting.
  • Ensure knowledge management, reporting and archiving of documentation; provide training.

Job description

The Project Engineering Analyst will be responsible for planning, designing, implementing, and monitoring civil works projects for the Flood Recovery Programme (FRP) in Pakistan. The role includes conducting feasibility studies, preparing designs and cost estimates, supporting procurement, overseeing construction, and ensuring quality standards, while managing third-party supervision engineering firms and facilitating knowledge sharing.

Responsibilities
  • Contribute to the development, implementation, monitoring and updating of project plans and strategies to ensure delivery according to scope, budget and time.
  • Support planning and design of civil/solar works and infrastructure projects in accordance with UNDP policies and FRP’s Delegation of Authority.
  • Conduct and supervise field assessments and quality assure site-assessment reports.
  • Prepare and quality assure project feasibility studies, designs, drawings, cost estimates, and Bills of Quantities.
  • Conduct environmental, occupational and safety assessments and develop risk mitigation strategies.
  • Prepare procurement documentation including Terms of Reference, Bills of Quantities, and scope of works.
  • Liaise with procurement units and facilitate bidding processes and evaluation.
  • Manage contractors and contract execution ensuring compliance with technical documentation and timelines.
  • Oversee third-party engineering firm supervising construction works.
  • Develop and verify variation orders and contract amendments.
  • Conduct construction inspections and certify progress and completion of works.
  • Review and certify contractor invoices for accuracy and completeness.
  • Conduct final inspections and prepare project completion reports.
  • Ensure knowledge management, reporting, and archiving of project documentation.
  • Provide training and knowledge transfer on construction practices and safety standards.
  • Perform other duties as necessary for efficient functioning of the office and organization.
Requirements
  • Advanced university degree (master's degree or equivalent) in Civil Engineering, Architecture or related field or other relevant disciplines is required. OR.
  • A first-level university degree (bachelor’s degree) in the areas mentioned above, in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Applicants with a master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a bachelor’s degree (or equivalent) are required to have a minimum of two (2) years of relevant professional experience at the national or international level in building construction and civil works project management is required.
  • Required languages: English, Urdu.
