Organizational context: The World Food Programme (WFP) has a long-standing presence in Khyber Pakhtunkhwa (KP), Pakistan, focusing on emergency response, livelihood recovery, nutrition, and resilience to climate shocks. As part of its commitment to resilience-building, WFP is implementing a Green Climate Fund (GCF) project to enhance adaptive capacity against climate change impacts, particularly riverine flooding, through improved early warning systems and climate-resilient livelihoods.
Job purpose: The Monitoring Assistant will support the effective delivery of assistance packages and project oversight within Khyber Pakhtunkhwa (KP), Pakistan. Under the supervision of the Project Manager/Coordinator, the role involves tracking project activities against agreements, compiling performance information against planned targets, and verifying beneficiary targeting and prioritization according to GCF and WFP procedures. The incumbent will conduct monitoring of ongoing activities, including training sessions, and ensure effective oversight during cash disbursements. Additionally, the Monitoring Assistant will perform assessments to document the benefits of WFP interventions, support baseline, mid-term, and end-term project assessments, and follow up on reported issues. This role requires liaising with cooperating partners and authorities, representing WFP at coordination forums, and providing guidance on WFP operational practices to partners.
Responsibilities: The Monitoring Assistant will be responsible for tracking project activities against agreed milestones and ensuring implementation aligns with agreements with cooperating partners and government departments. This includes verifying beneficiary registration and planned activities according to project proposals and WFP procedures, and monitoring ongoing activities, including training sessions. The role involves ensuring effective oversight during cash disbursements to beneficiaries and conducting assessments to document the impact of WFP interventions, such as food security outcomes and climate change indicators. The assistant will support baseline, mid-term, and end-term project assessments, compile and track reported issues for timely resolution, and conduct purposive monitoring visits to follow up on critical issues. They will also liaise with partners and authorities to gather program information and feedback, represent WFP at coordination forums, and provide guidance to cooperating partners on WFP operational practices. Field mission reports will be prepared and shared to document program implementation, ensuring alignment with the implementation cycle. The role requires maintaining accurate records and contributing to overall project oversight and reporting under the guidance of technical staff.
Education: A secondary education is required. A first-level university degree in Public Administration, Social Sciences, Economics, or Statistics is considered an advantage.
Work experience: Requires four years of experience in monitoring and evaluation, with field work experience in social development. Must possess strong analytical skills and the ability to produce high-quality reports.
