Job purpose: The Programme Associate (Cooperating Partners) plays a crucial role in supporting WFP's Cooperating Partners Management (CPM) function in Pakistan. Under the guidance of the Programme Policy Officer, this position is responsible for assisting in the development and implementation of CPM activities, ensuring alignment with corporate guidelines and the Country Strategic Plan. The role involves providing technical support, preparing reports and data analysis, and ensuring accurate data recording. Key responsibilities include liaising with internal and external counterparts, supporting capacity building of partners, and acting as a point of contact for operational queries. The associate will also contribute to risk-informed partner management, compliance, digitalization of processes, performance management, and strategic partner engagement, ensuring cross-cutting requirements are integrated into all partnership activities.

Key responsibilities include offering technical assistance for CPM activities, managing specific program elements to meet targets, and preparing detailed reports and data analyses on aspects like food assistance needs and resource utilization. The role also requires accurate and timely data recording, liaising with internal and external stakeholders including local partners and government institutions for efficient food assistance delivery, and supporting capacity-building initiatives for WFP staff and partners. Additionally, the Associate will act as a point of contact for operational queries, oversee support staff, and adhere to emergency preparedness practices. A significant part of the role focuses on risk-informed partner management, conducting capacity assessments, strengthening risk processes, and supporting due diligence. This includes managing the partner selection process, preparing partnership agreements, and ensuring compliance with WFP standards. The position also involves digitalizing partner management processes, enhancing performance evaluation tools, and integrating cross-cutting compliance measures related to gender, protection, and environmental standards. Strategic partner engagement and knowledge management are also key, involving the development of guidance, training, and maintaining a repository of best practices.
Education: A secondary school education is required. A post-secondary certificate or a first-level university degree in fields such as law, business administration, finance, accounting, international development, or audit is advantageous. Professional qualifications in audit, performance, or risk management are also beneficial.
Work experience: Requires a minimum of 6 years of progressive experience in risk management, partnerships, compliance, internal control systems, or programme management. Experience with digitalization of programme or partnership processes is highly desirable. Demonstrated experience in due diligence, oversight, documentation review, or performance monitoring is essential. Humanitarian or development sector experience in Pakistan is a mandatory requirement.
