Job summary

Zameen Developments in Lahore seeks an experienced MEP Quantity Surveyor to lead take-offs, cost estimation, tendering, and commercial management on high-rise projects.

You will review architectural and MEP drawings, prepare BOQs and budgets, and monitor expenditures against contracts. Proficiency in Excel, AutoCAD, CostX, and related tools is essential. A 3–7 year track record in high-rise MEP roles is preferred.

Qualifications

  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Quantity Surveying, or a related field.
  • 3–7 years of relevant experience in MEP Quantity Surveying, preferably on high-rise building projects.
  • Experience in residential, commercial, mixed-use, or tower projects preferred.
  • Strong knowledge of BOQ preparation, cost estimation, tendering, and contract administration.
  • Proficiency in MS Excel and AutoCAD; experience with CostX, PlanSwift, Bluebeam, Revit or other QS/estimation software advantageous.
  • Strong analytical, numerical, negotiation, and communication skills.

Responsibilities

  • Prepare detailed quantity take-offs for Mechanical, Electrical, Plumbing, and Fire Fighting systems.
  • Review drawings to identify project requirements and prepare cost estimates, BOQs, and tender documents.
  • Calculate material, labor, equipment, and installation costs and analyze discrepancies.
  • Prepare project cost plans and MEP budgets; monitor costs against budgets.
  • Prepare tender packages and evaluate quotations; assist in subcontractor selection.
  • Identify variations and prepare cost proposals; review claims and time extensions.
  • Measure completed works, prepare interim payments and final accounts; verify invoices.
  • Review contracts, maintain commercial records, and assist in resolving issues.
  • Coordinate with engineers, project managers, and procurement; prepare weekly/monthly reports.

Job description

Key Responsibilities
1. Quantity Take-Off & Estimation

Prepare detailed quantity take-offs for Mechanical, Electrical, Plumbing, and Fire Fighting systems.

Review architectural, structural, and MEP drawings to identify project requirements.

Prepare cost estimates, BOQs, and tender documents for high-rise projects.

Calculate material, labor, equipment, and installation costs.

Analyze drawings and specifications to identify discrepancies and missing information.

2. Cost Planning & Budget Control

Prepare project cost plans and MEP budgets.

Monitor actual project costs against approved budgets.

Identify potential cost overruns and recommend corrective actions.

Prepare cost reports and financial forecasts for management.

Maintain accurate records of project expenditures and commitments.

3. Tendering & Procurement

Prepare tender packages and request quotations from subcontractors and suppliers.

Analyze and compare quotations technically and commercially.

Assist in the selection and appointment of MEP subcontractors.

Prepare bid comparison statements and recommendations.

Support procurement activities to ensure materials are purchased within budget and project timelines.

4. Variations & Claims Management

Identify variations arising from design changes, site conditions, or client requirements.

Prepare variation orders and cost proposals.

Evaluate subcontractor variation claims and payment requests.

Assist in preparing and reviewing extension of time and cost claims where applicable.

Maintain proper documentation for all commercial changes.

5. Measurement & Payment Certification

Measure completed MEP works at site.

Prepare interim payment certificates and final accounts.

Review subcontractor invoices and verify quantities and completed work.

Coordinate with site engineers and project managers for work progress verification.

Ensure payments are aligned with contract terms and project progress.

6. Contract Administration

Review MEP contracts, BOQs, specifications, and commercial terms.

Ensure compliance with contractual obligations.

Maintain records of correspondence, variations, claims, and payment certificates.

Assist the Commercial Manager in resolving contractual and commercial issues.

7. Coordination & Reporting

Coordinate with MEP Engineers, Project Engineers, Consultants, Contractors, and Procurement teams.

Attend project and commercial meetings when required.

Prepare weekly and monthly cost and progress reports.

Provide commercial advice to the project management team.

Technical Knowledge Required
The candidate should have a strong understanding of:
  • HVAC systems – Chillers, VRF/VRV, AHUs, FCUs, ducting, ventilation, and chilled water systems.
  • Electrical systems – LV/MV systems, transformers, generators, MDBs, SMDBs, cabling, lighting, and low-current systems.
  • Plumbing systems – Water supply, drainage, sewerage, stormwater, pumps, and tanks.
  • Fire Fighting systems – Fire pumps, sprinkler systems, hydrants, hose reels, and fire alarm systems.
  • MEP drawings, specifications, BOQs, and construction methodologies.
  • High-rise building construction requirements and coordination challenges.

  • Bachelor's degree in Mechanical Engineering, Electrical Engineering, Quantity Surveying, or a related field.
