Qualifications

The Manager (Commercial & Fleet Operations) reports to the Executive Director (Commercial) and Chairman at PNSC. Responsibilities include commercial chartering of national fleet vessels on voyage and time charters, negotiating standard charterparties (ASBATANKVOY, GENCON, NYPE), calculating freight rates and Time Charter Equivalent (TCE), managing post-fixture operations, computing laytime and demurrage claims, monitoring international bunker fuel procurements under IMO sulfur caps, supervising ship agency networks, and ensuring compliance with maritime safety conventions.

Master's Degree / Bachelor's (16 Years) in Maritime Transportation, Nautical *Science, Shipping & Logistics, Business Administration, or Master Mariner (FG) Certificate
