Job summary

The Citizens Foundation in Pakistan seeks a strategic leader to head the Engineering Department, steering construction and maintenance projects across the country, ensuring PEC and FIDIC compliance, safety and quality.

Ideal candidate will manage 200–300 simultaneous projects, drive innovation, develop long-term infrastructure strategies, oversee procurement, QS, budgeting, and cross-functional coordination while mentoring a large technical team and traveling to remote sites.

Qualifications

Bachelor’s Degree in Civil Engineering from a PEC/HEC-recognized institution.
Master’s in Project Management (preferably from a foreign university).
20+ years of progressive experience in engineering, construction and project management.
Preferably 7+ years of leadership experience overseeing and heading the QS function.

Responsibilities

Lead Engineering Department in planning and executing construction and maintenance projects.
Develop long-term infrastructure expansion strategies and quality improvements.
Drive innovation, process optimization, and technological advancements across engineering operations.
Oversee 200–300 projects running simultaneously across Pakistan.
Ensure compliance with PEC, FIDIC, safety standards, and cost-control measures.
Oversee tendering, procurement, and OFM model procedures.
Mentor and develop large engineering teams and cross-functional collaboration.
