Job summary

CDM Smith seeks a highly experienced Team Leader / Coastal Engineer to lead the SCRSP PMC assignment in Sindh, Pakistan. You will guide a multidisciplinary team to ensure climate-resilient infrastructure planning, design review, and construction supervision, while coordinating with a wide range of stakeholders and ensuring adherence to ADB standards.

The role requires deep expertise in coastal engineering, flood management, and climate adaptation, with strong leadership and communication skills.

Qualifications

Bachelor's degree in Civil/Coastal/Water Resources Engineering or related field.
20+ years of relevant professional experience in coastal engineering, flood management, water resources, or climate resilience.
12+ years in flood mitigation, water management, or delta-related projects with leadership roles.
Strong experience with ADB or similar development partners.
Leadership of large multidisciplinary teams on major infrastructure or resilience projects.
Experience overseeing design, implementation and/or construction supervision of flood protection, drainage, embankment, or coastal projects.
Proven experience with government agencies and international organizations.
Strong proficiency in English (written and spoken).
Ability to manage complex programs with multiple disciplines and deliver results.

Responsibilities

Serve as the overall Team Leader and primary point of contact with the Client, ADB, and stakeholders.
Provide strategic and technical leadership for project implementation, construction supervision, and contract administration.
Guide coastal engineering, flood management, drainage, embankment, and climate resilience interventions.
Integrate hydrologic, hydraulic, geotechnical, and climate risk analyses into project decisions.
Coordinate multidisciplinary teams to meet quality, schedule, and budget goals.
Review and validate engineering designs, specifications, procurement documents, and submittals.
Monitor construction progress and provide technical guidance to address challenges.
Ensure compliance with ADB requirements, standards, environmental and social safeguards, and reporting.
Engage with government agencies, development partners, and communities.
Lead preparation of progress reports, technical deliverables, and project reviews.
