Qualifications

• Graduate of BS Electrical Engineering; licensed Electrical Engineer.
• Certified Energy Manager required.
• 5–8 years in utilities, facilities management, energy management, water/wastewater, or industrial operations.
• Minimum 3 years in a supervisory or managerial role.

Responsibilities

• Utilities Operations Management: oversee operation, maintenance, and reliability of electrical, water and treatment systems.
• Energy Management and Regulatory Compliance: lead energy management initiatives and regulatory reporting.
• Water Treatment Plant management: oversee day-to-day WTP operations and compliance.
• Wastewater Treatment Plant management: oversee WWTP operations and regulatory compliance.
• ESG and Sustainability Management: lead utility-related ESG initiatives and reporting.
• Vendor and Contractor Management: manage contractors and SLAs for utility services.
• Project Management: lead improvement projects for WTP/WWTP and other utility systems.
• Reporting and Documentation: produce monthly utility performance and regulatory reports.
• Stakeholder Support: provide technical advisory on utility planning and expansion projects.

Key Responsibilities

1. Utilities Operations Management

• Manage the operation, maintenance oversight, and reliability of all utility systems including:
• Electrical distribution systems
• Water supply and distribution networks
• Water Treatment Plant (WTP)
• Wastewater Treatment Plant (WWTP)
• Sewer and drainage systems
• Collaborate with CBRE partners (GWS) in establishing preventive and predictive maintenance programs for utility assets.
• Ensure continuous and efficient utility services to support business operations.
• Monitor utility consumption trends and identify opportunities for operational improvements and cost savings.
• Provide troubleshooting inputs and resolution of utility-related operational issues.

2. Energy Management and Regulatory Compliance

• Serve as the focal person for energy management initiatives and compliance with applicable energy regulations and standards.
• Develop, implement, and maintain energy conservation and efficiency programs.
• Draft and implement policies, procedures, and guidelines related to utility and energy management.
• Conduct utility inspections and energy accounting activities through monitoring, data gathering, analysis, and trending.
• Coordinate energy audits and implementation of audit recommendations.
• Prepare and submit all required government and regulatory reports, including:
• Energy Utilization Reports
• Energy Efficiency and Conservation Reports
• Energy Audit Reports
• Liaise with regulatory agencies and utility service providers regarding compliance requirements.

3. Water Treatment Plant (WTP) Management

• Oversee day-to-day operations of the Water Treatment Plant.
• Ensure water quality consistently meets regulatory and company standards.
• Monitor treatment processes, plant performance, chemical consumption, and operational efficiency.
• Develop water conservation and optimization initiatives.
• Manage maintenance, repair, and upgrading activities of WTP equipment and systems.
• Ensure proper documentation, inspection records, and operational reporting.

4. Wastewater Treatment Plant (WWTP) Management

• Manage the operation and maintenance of the Wastewater Treatment Plant.
• Ensure compliance with environmental regulations and discharge permit requirements.
• Monitor treatment efficiency, effluent quality, sludge management, and environmental performance.
• Coordinate laboratory testing and regulatory sampling requirements.
• Lead corrective actions for any non-compliance findings.
• Implement process improvements to improve performance and minimize environmental impacts

5. ESG and Sustainability Management

• Lead utility-related sustainability and ESG initiatives.
• Monitor and report utility performance indicators including:
• Energy consumption
• Water consumption
• Water loss and leak monitoring
• Wastewater treatment performance
• Carbon reduction initiatives
• Prepare monthly utility and ESG performance reports.
• Support organizational sustainability programs and environmental objectives.
• Maintain ESG platform data and documentation requirements.

6. Vendor and Contractor Management

• Act as primary liaison for utility service providers, consultants, and contractors.
• Manage contracts and service level agreements related to utility operations.
• Conduct regular performance reviews and coordination meetings with vendors.
• Ensure contractors comply with safety, environmental, and operational standards.
• Review contractor work scopes, deliverables, and project execution plans.

7. Project Management

• Lead utility-related projects from planning through implementation and turnover.
• Manage WTP and WWTP improvement projects.
• Develop project scopes, schedules, budgets, and technical specifications.
• Coordinate with internal stakeholders and external service providers.
• Monitor project progress and ensure timely completion within budget and quality requirements.

8. Reporting and Documentation

• Generate monthly utility performance reports.
• Maintain utility records, permits, compliance documents, and technical reports.
• Prepare management presentations and operational updates.
• Consolidate utility-related data for management review and decision-making.
• Ensure accurate document control and regulatory recordkeeping.

9. Stakeholder Support and Technical Advisory

• Provide technical support on utility-related concerns.
• Review utility requirements for construction, renovation, and expansion projects.
• Assist operations teams in utility planning and resource optimization.
• Participate in audits, inspections, investigations, and management reviews.
• Support preparation and review of technical specifications and scopes of work.

Job Qualifications

• Must be a graduate of BS Electrical Engineering
• Must be a licensed Electrical Engineer and Certified Energy Manager (required)
• With minimum of 5 to 8 years of experience in utilities, facilities management, energy management, water treatment, wastewater treatment, or industrial operations
• At least 3 years in a supervisory or managerial roleExperience in Energy Management and managing WTP and WWTP operations is highly preferred
• Willing to be assigned in Subic, Zambales
