You will drive energy management, regulatory compliance, ESG initiatives, and vendor coordination to ensure uninterrupted, cost-efficient services that support core business operations. The role requires strong project management, documentation, and collaboration with CBRE partners and site teams.

• Collaborate with CBRE partners to establish preventive and predictive maintenance programs for utility assets.
• Ensure continuous, cost-efficient utility services supporting business operations.
• Monitor energy and water consumption trends for opportunities and savings.
• Coordinate energy audits and regulatory reporting as required.

Job description

Role Purpose

• The Utilities Manager is responsible for the overall management, operation, compliance, maintenance, and optimization of all utility systems within the facility, including electrical power, water distribution systems, Water Treatment Plant (WTP), Wastewater Treatment Plant (WWTP), energy management programs, and sustainability initiatives.
• The role ensures uninterrupted utility services, regulatory compliance, cost efficiency, environmental stewardship, and achievement of organizational ESG and operational objectives.

Key Responsibilities

Utilities Operations Management

• Manage the operation, maintenance oversight, and reliability of all utility systems including:
• Electrical distribution systems
• Water supply and distribution networks
• Water Treatment Plant (WTP)
• Wastewater Treatment Plant (WWTP)
• Sewer and drainage systems
• Collaborate with CBRE partners (GWS) in establishing preventive and predictive maintenance programs for utility assets.
• Ensure continuous and efficient utility services to support business operations.
• Monitor utility consumption trends and identify opportunities for operational improvements and cost savings.
• Provide troubleshooting inputs and resolution of utility-related operational issues.

Energy Management and Regulatory Compliance

• Serve as the focal person for energy management initiatives and compliance with applicable energy regulations and standards.
• Develop, implement, and maintain energy conservation and efficiency programs.
• Draft and implement policies, procedures, and guidelines related to utility and energy management.
• Conduct utility inspections and energy accounting activities through monitoring, data gathering, analysis, and trending.
• Coordinate energy audits and implementation of audit recommendations.
• Prepare and submit all required government and regulatory reports, including:
• Energy Utilization Reports
• Energy Efficiency and Conservation Reports
• Energy Audit Reports
• Liaise with regulatory agencies and utility service providers regarding compliance requirements.

Water Treatment Plant (WTP) Management

• Oversee day-to-day operations of the Water Treatment Plant.
• Ensure water quality consistently meets regulatory and company standards.
• Monitor treatment processes, plant performance, chemical consumption, and operational efficiency.
• Develop water conservation and optimization initiatives.
• Manage maintenance, repair, and upgrading activities of WTP equipment and systems.
• Ensure proper documentation, inspection records, and operational reporting.

Wastewater Treatment Plant (WWTP) Management

• Manage the operation and maintenance of the Wastewater Treatment Plant.
• Ensure compliance with environmental regulations and discharge permit requirements.
• Monitor treatment efficiency, effluent quality, sludge management, and environmental performance.
• Coordinate laboratory testing and regulatory sampling requirements.
• Lead corrective actions for any non-compliance findings.
• Implement process improvements to improve performance and minimize environmental impacts

ESG and Sustainability Management

• Lead utility-related sustainability and ESG initiatives.
• Monitor and report utility performance indicators including:
• Energy consumption
• Water consumption
• Water loss and leak monitoring
• Wastewater treatment performance
• Carbon reduction initiatives
• Prepare monthly utility and ESG performance reports.
• Support organizational sustainability programs and environmental objectives.
• Maintain ESG platform data and documentation requirements.

Vendor and Contractor Management

• Act as primary liaison for utility service providers, consultants, and contractors.
• Manage contracts and service level agreements related to utility operations.
• Conduct regular performance reviews and coordination meetings with vendors.
• Ensure contractors comply with safety, environmental, and operational standards.
• Review contractor work scopes, deliverables, and project execution plans.

Project Management

• Lead utility-related projects from planning through implementation and turnover.
• Manage WTP and WWTP improvement projects.
• Develop project scopes, schedules, budgets, and technical specifications.
• Coordinate with internal stakeholders and external service providers.
• Monitor project progress and ensure timely completion within budget and quality requirements.

Reporting and Documentation

• Generate monthly utility performance reports.
• Maintain utility records, permits, compliance documents, and technical reports.
• Prepare management presentations and operational updates.
• Consolidate utility-related data for management review and decision-making.
• Ensure accurate document control and regulatory recordkeeping.

Stakeholder Support and Technical Advisory

• Provide technical support on utility-related concerns.
• Review utility requirements for construction, renovation, and expansion projects.
• Assist operations teams in utility planning and resource optimization.
• Participate in audits, inspections, investigations, and management reviews.
• Support preparation and review of technical specifications and scopes of work.
