TST Holdings Corp. is seeking an experienced Engineering Leader to oversee the pre-operation and operation phases of a major hydroelectric facility. You will review project designs, schedules, and contractor procedures to ensure compliance and timely delivery.

The role focuses on managing operation objectives, leading plant activities with safety and environmental standards, coordinating maintenance planning, and guiding staff development to improve performance and accountability.

Qualifications

• Bachelor's degree in engineering or related field.
• 5-10 years of experience in the field.
• Knowledge of Safety/Regularization Standards, Operation Scheduling, and strong leadership and analytical skills.

Responsabilités

• Pre Operation Phase for Future Project: review design, verify bidding plan, oversee adherence to schedule, review contractor procedures, and prepare acceptance certificates.
• Operation Phase: manage operations objectives, lead plant operations with safety and environmental policies, coordinate maintenance planning with Maintenance Manager, train team and monitor plant performance.
• Develop and revise operational policies to improve plant performance and ensure cross-department consistency.

AREA OF RESPONSIBILITIES:

1. 8.4 MW Hydroelectric Power Facility (Weir, Headrace, Surgetank, Penstock, Powerhouse, Tailrace, and Substation)
2. 69 kV Transmission Line (Lampanusan to Barandias)
3. Barandias Switching Station
4. Future Project Location

PRIMARY RESPONSIBILITIES:

1. Pre Operation Phase For Future Project

• Help the Company review the design and make sure the project is carried out correctly.
• Check the bidding plan and schedule, and give suggestions for improvement.
• Oversee the project to ensure everything follows the approved schedule.
• Review the Contractor’s test procedures to make sure they meet requirements.
• Prepare and recommend provisional acceptance certificates, and report any issues or incomplete work.
• Confirm the remedial measures taken by the Contractor are adequate lo address any issues.
• Recommend a final taking over certificate after the expiry of the warranty period.
• Guide the Company's Management and staff in the process of government permitting and compliance.
• Assist the Company in forging good relationship with the local community.
• Travel to Manila at least once a month to report project progress.
• Be available on-call when needed at the project site.

1. Operation Phase

• Manage and ensure achievement of all operation objectives
• Leads Plant Operations in alignment with Safety, Environmental and Conduct of Operations policies.
• Maintain all plant facility within required timeframe and monitor all unit outages and manage all communication for projects.
• Sets maintenance priorities and schedules maintenance for the plant in conjunction with the Maintenance Manager.
• Ensures development, implementation and monitoring of work schedules and plans in their work area of responsibility.
• Provide training to all team members to achieve same and collect all data for all plant operations.
• Coordinate with various departments to manage all activities for plant such as shipping, operationsand safety activities and monitor inventory of all products.
• Maintain efficient safety according to company standards and achieve all plant operational goals and design.
• Plant budget for all company assets and capital expenditure plans for all short term and long term objectives.
• Provides leadership in the lock out/tag out program in order to promote safe operations and maintenance.
• Monitors plant and unit performance, conducts root cause analysis, and leads investigations to develop and implement corrective actions.
• Administers and participates in the resolution of labor agreements and labor issues.
• Performs field inspections of job sites and work or operational evolutions in progress.
• Provides regular feedback to employees on their performance to allow them to capitalize on their strength and focus on opportunities for improvement.
• Develops, implements and revises operational policies and procedures to improve plant performance and ensure consistent operations between departments.

REQUIREMENTS:

• Must be a bachelor’s degree in engineering related field, electrical systems, or mechanical engineering.
• 5-10 years. experience in related filed.
