Job summary

SYSTRA is seeking a Tender & Proposals Manager in the Philippines to coordinate opportunities, bids and client requirements, driving profitability and successful submissions. You will liaise with multiple departments and ensure compliance with group bid processes.

The role involves managing the bidding lifecycle end to end, risk reviews, and handover of winning proposals to project delivery teams. On-site work is required.

Qualifications

• Bachelor or Master’s degree in engineering, MBA, project planning or project management.
• 8–15 years of experience in preparation of commercial and technical proposals in engineering is a plus.
• Able to deliver proposal preparation end to end and coordinate multiple contributors to ensure timely completion.

Responsibilities

• Lead end-to-end bidding process for identified opportunities and bids.
• Adhere to group Bid preparation process and internal validation forum.
• Review bid documents to recommend go/no go decisions aligned with business strategy.
• Ensure bid risk identification early in the opportunity.
• Coordinate with legal to address contractual, legal and insurance issues.
• Interpret client requirements and coordinate resources from multiple departments.
• Develop winning proposals in line with bid programme and budget.

Context

The Tender & Proposals Manager reports to the Business Development Senior Manager and Managing Director, Philippines.

Missions/Main Duties

• Coordinates with Business Development Manager actions with proposals activities to:
• to improve SYSTRA Philippines Inc. market positioning
• to develop the opportunities against which to submit proposals, judging pricing, manpower, area of activity, etc.
• to ensure planned profitability of SYSTRA Philippines Inc.
• Engages with clients on each opportunity to ensure thorough understanding of their current and future needs and requirements.
• Takes ownership of the bidding process end to end for identified opportunities and bids ensuring all contractual and technical conditions are understood by:
• Adhering fully to group Bid preparation process and internal validation forum
• Reviewing bid documents to recommend go/no go decisions in line with our business strategy to maximize the probability of success
• Ensuring bid risk identification process at the early stage of the opportunity
• Engaging with legal team to ensure all contractual, legal and insurance issues are considered
• Interpreting requirements from clients and lead response, which includes the coordination of resources from other departments and potentially other SYSTRA entities
• Developing winning proposals in line with the approved bid programme and budget, with the assistance from technical experts of the entity as needed
• Estimating costs of services to prepare proposals financials
• Organizing intermediate proposal progress review and finalizing proposals ahead of submission deadline to ensure final review is achievable
• Capitalizing and organizing all bids production on the dedicated company’s SharePoint
• Once project is won, ensures handover of winning proposal to team in charge of project delivery through formalized meeting.

Profile/Skills

Must Have

• Bachelor or Master’s degree in relevant field (Engineering, MBA, Project Planning, Project Management).
• 8 to 15 years of experience in preparation of commercial and technical proposals in the field of engineering. Experience in transportation engineering is a plus.
• Able to deliver proposal preparation end to end, and
• Able to coordinate the effort of multiples contributors to ensure timely completion of proposals (technical, admin, financial).

Good To Have

• Knowledge of the transportation engineering market in the Philippines, on-going programmes and familiarity with the current pipeline of domestic projects.
• Understanding of the current competitive landscape, and
• Able to manage a small teams.
