The Talent Acquisition Specialist is responsible for managing end-to-end recruitment activities to ensure the timely and quality hiring of candidates across the organization. The role requires strong experience in manpower agency recruitment, high-volume hiring, candidate sourcing, screening, agency coordination, and recruitment operations.
The position will work closely with Hiring Managers, HR Business Partners, Talent Acquisition Team members, and accredited manpower agencies to ensure that manpower requirements are filled within the required timeline and according to the organization's standards.
Manage the end-to-end recruitment process, from sourcing and screening to endorsement, interview coordination, job offer, and pre-employment requirements.
Handle high-volume recruitment for rank-and-file, supervisory, and other operational positions.
Source qualified candidates through job portals, social media platforms, referrals, recruitment events, walk-ins, databases, and manpower agencies.
Conduct initial screening and interviews to assess candidates based on qualifications, experience, competencies, and organizational requirements.
Endorse qualified candidates to Hiring Managers for further assessment and interview.
Maintain an active candidate pipeline to support current and anticipated manpower requirements.
Ensure that recruitment activities are aligned with approved manpower requests and hiring timelines.
Manage and monitor assigned manpower agency accounts and ensure that agencies are actively sourcing based on approved requirements.
Coordinate with accredited agencies regarding job vacancies, candidate requirements, sourcing targets, and deployment timelines.
Provide agencies with clear and updated job specifications, qualifications, salary details, work locations, and other hiring requirements.
Monitor agency performance based on candidate endorsements, interview attendance, passing rate, deployment rate, and fulfillment of manpower requirements.
Regularly follow up with agencies regarding pending candidates, sourcing status, and manpower requirements.
Ensure that agencies provide timely updates and take appropriate action when sourcing performance is below expectations.
Conduct regular coordination with agency representatives to address recruitment concerns, candidate issues, and deployment delays.
Assist in evaluating agency performance and identifying opportunities to improve recruitment turnaround time and quality of hires.
Monitor recruitment progress and maintain accurate records of vacancies, candidates, interviews, offers, and hires.
Prepare and submit daily, weekly, and monthly recruitment reports.

Ensure that recruitment databases and applicant records are updated accurately and in a timely manner.
Provide regular updates to the TA Lead, HRBP, and Hiring Managers regarding recruitment status and potential hiring risks.
Maintain professional and timely communication with candidates throughout the recruitment process.
Coordinate interviews, assessments, job offers, and pre-employment requirements.
Monitor candidates' progress from initial screening through onboarding.
Follow up with candidates to minimize candidate drop-offs and ensure timely completion of requirements.
Maintain a positive candidate experience while ensuring compliance with company recruitment standards.
Participate in and/or lead career caravans, job fairs, mass hiring activities, recruitment drives, and other talent acquisition initiatives.
Coordinate with manpower agencies and internal stakeholders during recruitment events.
Ensure adequate candidate volume and proper screening during high-volume recruitment activities.
Develop sourcing strategies to address urgent and hard-to-fill positions.
Partner with Hiring Managers and HR Business Partners to understand manpower requirements, hiring priorities, and position specifications.
Provide recruitment recommendations based on market availability and sourcing results.
Communicate hiring challenges and recommend alternative sourcing strategies when necessary.
Ensure that urgent and business-critical vacancies are prioritized appropriately.
Coordinate with HR, Operations, and other concerned departments to ensure smooth hiring and deployment.
Ensure that recruitment activities comply with company policies, procedures, and applicable labor regulations.
Coordinate the completion and verification of pre-employment requirements.
Ensure accuracy and completeness of recruitment and employment documentation before endorsement for hiring.
Maintain confidentiality and proper handling of candidate information and recruitment records.
Bachelor's degree in Human Resources, Psychology, Business Administration, or a related field.
At least 2-4 years of experience in Talent Acquisition, Recruitment, or Human Resources.
Preferably with significant experience working in a manpower agency, recruitment agency, staffing company, or high-volume recruitment environment.
Experience handling agency coordination and multiple manpower requirements is highly preferred.
Experience in recruiting for restaurant, hospitality, retail, or other high-volume operational environments is an advantage.
Strong knowledge of sourcing strategies, recruitment processes, candidate screening, and interview techniques.
Proficient in using job portals, social media recruitment platforms, applicant tracking systems, and Microsoft Office.

Ability to work under pressure and manage multiple vacancies simultaneously.
